Mayor Rochefort called the Council Meeting to order at 6:00 p.m.

    THAT the minutes of the Special Meetings held May 28th, May 30th and the Regular Meeting of May 28th, 2019 be adopted as circulated.

Mayor Rochefort welcomed the public in attendance.  Mayor Rochefort made a power point presentation to Council and members of the public as follows:

1.  The month of June being Seniors' month

2.  Visit to the Municipal Office, Municipal Garage, and Fire Hall from the students of école St. Thomas D'Aquin

3.  Introduction to the Members of Council and the public the newly appointed Detachment Commander of the North Bay OPP, S/Sgt. William (Bill) McMullen.

Ms. Maggie Preston-Coles made a presentation to Council addressing the matter of Climate Change and the support of motion to be brought forward by Councillor Lougheed pertaining to Climate Emergency.

Police Services Board Member Yvette Makitalo, Claire Periard, along with S/Sgt, Detachment Commander McMullen made a presentation to Council regarding workshop hosted by the North Bay and District Parry Sound Health Unit on June 3rd, 2019 regarding Cannabis.

    THAT Council of the Municipality of East Ferris accepts the recommendation from the Fire Chief contained in Report No. Fire Department-2019-01 and enter into an agreement with Trans Canada Safety to supply Self Contained Breathing Apparatus (SCBA) and accessories as outlined in RFP EFFD-2019-01;

    AND FURTHER that Council enters into a 5-year service agreement for annual testing of SCBAs.

    THAT Council for the Municipality of East Ferris accepts the 2018 Fire Department Activity Report for the East Ferris Fire Department as outlined in the Fire Chief's Information Report No. Fire Department-2019-02.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law to set Tax Ratios for the Municipality of East Ferris for the year 2019, BE READ a first, second and third time, passed and numbered 2019-25;

    And THAT said By-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law to adopt the estimates of all sums required during the year and to provide adoption of Tax Rates for 2019, BE READ a first, second and third time, passed and numbered 2019-26;

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law to close and convey a Part of the Road Allowance for Village Road, adjacent to 1778 Village Road, described as Part of the Road Allowance between Lots 19 and 20, Concession 1, Township of East Ferris, District of Nipissing, BE READ a first, second and third time, passed and numbered 2019-28;

    And THAT said By-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law to amend By-law No. 2019-03 a By-law to govern the proceedings of the Council, Local Boards and Committees of either, the conduct of its members, the calling of the meetings and to establish rules of order, be read a third time, passed and numbered 2019-29;

    WHEREAS there is a vacancy on the Economic Development Committee;

    AND WHEREAS applications have been received from Mr. Rod Clouthier and Mr. Phil Koning to fill the vacancy;

    BE IT HEREBY RESOLVED that Council accepts Mr. Clouthier's  and Mr. Koning's applications to sit on the Economic Development Committee and that both Mr. Clouthier and Mr. Koning be advised accordingly.

    WHEREAS climate change is currently contributing to billions of dollars in property and infrastructure damage worldwide, stressing local and international economies;

    WHEREAS climate change is currently jeopardizing the health and survival of many species and other natural environments worldwide, stressing local and international eco systems;

    WHEREAS climate change is currently harming human populations through rising sea levels and other extraordinary phenomena like intense wildfires worldwide, stressing local and international communities;

     WHEREAS recent international research has indicated a need for massive reduction in carbon emissions in the next 11 years to avoid further and devastating economic, ecological, and societal loss;

    WHEREAS an emergency can be defined as "an often dangerous situation requiring immediate action";

    WHEREAS municipalities such as Sudbury, West Nipissing, Ottawa, London, Kingston, Burlington, St Catherine, Halton Hills, Vancouver and Hamilton have already declared climate emergencies;

    THEREFORE BE IT RESOLVED, that the Municipality of East Ferris, officially declare a climate emergency for the purposes of naming, framing, and deepening our commitment to protecting our economy, our eco systems, and our community from climate change.

     

    Mayor Rochefort opened the floor to Council Members for debate.  Councillor Kelly advised that he had an Amendment Motion to put forward regarding the above resolution prepared by Councillor Lougheed.

    AMENDMENT - CLIMATE CHANGE MOTION PREPARED BY COUNCILLOR KELLY

    That the Motion regarding Climate Change be amended as follows:

     1.  The following three paragraphs be deleted:

    WHEREAS an emergency can be defined as “an often dangerous situation requiring immediate action”;

    WHEREAS Municipalities such as Sudbury, West Nipissing, Ottawa, London, Kingston, Burlington, St. Catherines, Halton Hills, Vancouver and Hamilton have already declared climate emergencies;

    THEREFORE BE IT RESOLVED that the Municipality of East Ferris, officially declare a climate emergency for the purposes of naming, framing, and deepening our commitment to protecting our economy, our eco systems, and our community from climate change.

     2.  The following paragraphs be inserted:

    WHEREAS the Municipality of East Ferris views ensuring the health and survival of Mother Earth as essential, it is opting for a resolution that enables actions to combat climate change that are within its control versus passing a resolution that many municipalities have referred to as “symbolic”;

    WHEREAS the Municipality of East Ferris currently identifies and plans for impending climate change impacts on its community via its Emergency Preparation Plan and consistently seeks ways and opportunities to engage in actions that protect its environment;

    WHEREAS the Municipality of East Ferris’ Strategic Plan specifies that it will pursue further meaningful and measurable ways to protect its lakes, water and forests; keep its local environment clean; protect its landfill site and encourage robust recycling programs;

    WHEREAS the Municipality of East Ferris is aligning itself to the Province of Ontario Made-in-Ontario Environment Plan that includes upcoming commitments to reduce plastic waste and litter and making producers responsible for the end-of-life management of their products;

    WHEREAS the Municipality of East Ferris recognizes its responsibility to do everything in its power to minimize the impacts of climate change on future generations;

    THEREFORE BE IT RESOLVED that the Municipality of East Ferris affirms its commitment to fighting off climate change and that this commitment will form part of the Municipality’s decision-making framework and upcoming budgets.

    WHEREAS Seniors’ Month is an annual province-wide celebration;

    AND WHEREAS seniors have contributed and continue to contribute immensely to the life and vibrancy of this community;

    AND WHEREAS seniors continue to serve as leaders, mentors, volunteers and important and active members of this community;

    AND WHEREAS their contributions past and present warrant appreciation and recognition and their stories deserve to be told;

    AND WHEREAS the health and well-being of seniors is in the interest of all and further adds to the health and well-being of the community;

    BE IT HEREBY RESOLVED that the Council of the Municipality of East Ferris  proclaim June 1-30, 2019  Seniors’ Month in the Municipality and encourage all citizens to recognize and celebrate the accomplishments of our seniors.
