Mayor Rochefort called the meeting to order and welcomed everyone in attendance, as well as the public watching the meeting from livestream.

Mayor Rochefort advised that there is filming being done at the Four Season's.  Mayor Rochefort commented on the nice work that is being done at Hwy 94 at Callander.  It was also mentioned that a photo of the Municipal Engineer, Director of Public Works was published in the "Milestone" Ontario Good Roads magazine.

Deputy Mayor Voyer reviewed the minutes of the Public Works meeting with Council

None for this session.  The Committee has not met, but they are monitoring the Pandemic

Mayor Rochefort advised that Fire and Emergency services does not respond to the islands.  The Fire Department's By-law is in keeping with the surrounding municipalities.  Councillor Kelly congratulated the Fire Department for a job well done pertaining to the call at Nipissing Manor.

There were 2 applications received with the interest to sit on the Parks, Recreation and Culture Committee.  Motion was prepared to fill the vacancy on the Committee with an insert to add the chosen candidate.  Council discussed the two names put forward and proceeded to vote.  Deputy Mayor Voyer  voted Wendy Joyce St. Denis, Councillor Kelly voted Richard Champagne, Councillor Lougheed voted Wendy Joyce St. Denis and Mayor Rochefort voted Richard Champagne.   The outcome of the vote was a tie vote; therefore, the motion was defeated.

    MOTION NO. 2020-223, NOTICE OF MOTION PREPARED BY MAYOR ROCHEFORT AT THE REGULAR MEETING OF SEPTEMBER 8TH, 2020, DEFERRED TO A LATER DATE

    WHEREAS the Municipality of East Ferris’ Official Plan states that unless it is clearly in the public interest for the Municipality, it is not intended that existing private roads will be assumed by the Municipality and no responsibility for access, snow removal, maintenance or use by school buses is acknowledged. Where, however, the Municipality chooses to assume a private road, the road must first be improved to the standards for Municipal roads.  Roads on lands under plan of subdivision may be assumed by the Municipality provided the standards for road construction have been satisfactorily met;

    AND WHEREAS the standards for new road construction include a minimum of 20 metres (66 feet) right-of-way, engineered design and layout, appropriate drainage and construction;

    AND WHEREAS the Municipality’s Official Plan states that no construction, alteration or maintenance of the Municipal roadway shall be permitted without the expressed permission of the Municipality;

    AND WHEREAS the Municipality of East Ferris has three roads (Birch Hill, Gauthier and Ashwood) that form part of its Municipal Road Inventory that are not up to municipal standards, are being maintained by residents, and for which no expressed permissions of use have been authorized;

    AND WHEREAS the Municipality of East Ferris owns a parcel of land that was transferred to the Municipality in 2015 which was and continues to be used as a road (One Mile Road) and maintained by residents, and for which no expressed permissions of use have been authorized;

    NOW IT IS HEREBY RESOLVED THAT staff be directed to examine the options to move forward and suggest a plan of action with proposed timelines. Note in passing this Motion, Council understands the financial implications and therefore directs staff to identify only immediate priorities. A longer term horizon as well as a staged approach is encouraged where future action is deemed appropriate and necessary.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session;  BE IT HEREBY RESOLVED THAT a By-law to amend By-law No. 1284 as Amended (Renée Brouillette and André Bourgeois) BE READ a first, second and third time, passed and numbered 2020-35;

    AND THAT said By-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS community social and economic well-being is dependent on fast, reliable, and affordable broadband connectivity and better cellular coverage;

    AND WHEREAS Municipal, Provincial and Federal Governments as well as healthcare,  education and other sectors will continue to depend on the internet to communicate, provide services and ensure accessibility to information;

    AND WHEREAS digital literacy skills are essential to collaborate, innovate, and compete both regionally and globally and require appropriate and affordable broadband;

    AND WHEREAS the availability of broadband that is on par with larger, urban areas in Canada is essential for Northern Ontario to achieve economic sustainability and social well-being;

    AND WHEREAS in 2016 the Federation of Northern Ontario Municipalities (FONOM) requests that the internet be designated as an essential service and those efforts are undertaken to ensure all municipalities have access to affordable, fast, and reliable  broadband;

    AND WHEREAS the Federation of Northern Ontario Municipalities (FONOM) agreed that an option to explore and hopefully support would be the Starlink Program, by SpaceX;

    THEREFORE BE IT RESOLVED THAT the Municipality of East Ferris agrees that Broadband is an essential service, and that the Canadian Radio-television and Telecommunications Commission (CRTC) should consider licensing Canadian and International Satellite Companies to fill that need and to compete with those presently acting in the communication field, as they have the private financial ability to move forward;

    BE IT FURTHER RESOLVED THAT a copy of this resolution be sent to the Federal Minister of Science, Innovation, and Economic Development, the Provincial Minister of Economic Development, Employment and Infrastructure, the Provincial Minister of Northern Development and Mines, the Canadian Radio-television Telecommunications Commission (CRTC), Northeastern MPs and MPPs, the Leaders of the Opposition Parties, and the Federation of Northern Ontario Municipalities.

    THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated October 13th, 2020 in the amount of $958,129.91.

Councillor Kelly recommended that it would be best that the Municipality does not host the Christmas Social this year with COVID-19 present.  The purpose of the Christmas Social is to invite all of the Committee Members and Volunteer Fire Fighters to a dinner in order to thank them for their hard work throughout the year.  Council agreed and advised staff to look into getting certificates for Committee Members and Volunteer Fire Fighters.
