Councillor Trahan advised that we had 18 submissions for clean up day.  There was 10 prizes awarded and posted on social media.  Tradeshow is scheduled for May 27th, 2023 from 9:00 a.m. to 3:00 p.m.

Elizabeth Hill from Pesce and Associates made a presentation to Council regarding Pay Equity Market Survey Comparators.

    THAT Council for the Corporation of the Municipality of East Ferris accepts the municipal comparators for the Pay Equity & Compensation Study as presented by Pesce & Associates.

Councillor Champagne reported on the Public Works Meeting

    WHEREAS the Fire and Emergency Services Committee approved the new logo and name change for the Fire Department at their meeting held May 5th, 2023;

    AND WHEREAS the Committee is recommending to Council to approve the rebranding of “East Ferris Fire Department” to “East Ferris Fire and Emergency Services”  and including the new logo;

    BE IT HEREBY RESOLVED that Council approves of the name change and the new logo for the Department.

     WHEREAS public input was received and considered during the public meeting of the Planning Advisory Committee held May 17th, 2023 and the Planning Advisory Committee is of the opinion that the public comments received did not raise issues requiring further review;

    AND WHEREAS a request has been received by Sylvie Laperriere and John Kennedy to close and purchase the original shoreline road allowance abutting 130 Pargeter Drive;

    AND WHEREAS By-law No. 2015-35 provides policies and procedures for the disposition of Shoreline Road Allowances in the Municipality of East Ferris;

    AND WHEREAS the request would comply with the policies set out in By-law No. 2015-35;

    BE IT HEREBY RESOLVED that Council approves of the recommendation from the Planning Advisory Committee Meeting held May 17th, 2023, under Resolution No. 2023-19 and approve the request made by Sylvie Laperriere and John Kennedy to close and purchase the original shoreline road allowance abutting 130 Pargeter Drive and proceed in accordance with applicable regulations, policies and procedures set out in By-law No. 2015-35.

    THAT Council for the Municipality of East Ferris accepts the recommendation from the Municipal Engineer contained in Report No. R-2023-06 and approve that Tender EF-2023-04 for granular materials in the amount of $234,496.36 including H.S.T. be awarded to Evan Hughes Excavating for the 2023 gravel program.

    THAT By-law No. 2023-20 being a By-law to provide regulations for maintaining land in a clean and clear condition be read a third time and passed this 23rd day of May, 2023;

    AND THAT said By-Law be signed by the Mayor and Clerk, and sealed with the Seal of the Corporation.

Councillor Champagne asked for a recorded vote on motion No. 2023-142.  The motion is for By-law No. 2023-23, a By-law to adopt the estimates of all sums required during the year and the adoption of the 2023 Tax Rates.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to close and convey a part of the original shoreline road allowance adjacent to East Ferris, Con. 15, Pt Broken Lots 11 to 13, Pt Shore Road Allowance RP-36R5953, Parts 7 to 12, 14, 15, Pt Parts 1 to 4, 6, 13 and 18 RP-36R9594 Parts 1, described as Part 5, Plan 36R-9253, East Ferris, District of Nipissing, BE READ  a first, second and third time, passed and numbered 2023-24;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS the cost of Policing and Emergency Services in Northern Communities is harming a community’s ability to support local Social and Health issues;

    AND WHEREAS a small percentage of those affected by an Addiction in the communities of Northern Ontario are committing crimes;

    AND WHEREAS many of those committing crimes are not housed in the correctional system, therefore, remain in our communities, often those that do require treatment for their Addiction issue receive none; 

    AND WHEREAS some committing crimes become violent, but are released back into the community, due to the negative impacts Federal Bill C75;

    AND WHEREAS the  Municipality of East Ferris believes that more must be done by the Federal Government on Bail Reform;

    THEREFORE BE IT HEREBY RESOLVED THAT the Municipality of East Ferris requests the Federal Government make these Legislative changes:

    1. Create a Designation of a chronic persistent offender;
    2. Allow community impact statements at bail and at bail hearings;
    3. Creating reverse onus in bail for all firearms offences; and
    4. All bail-related gun charges go to the superior court for bail release;

    BE IT FURTHER RESOLVED THAT a copy of this resolution be sent to the Prime Minister, Federal Justice Minister, Premier of Ontario, The Attorney General, the Solicitor General, Minister of Infrastructure, Minister of Municipal Affairs, Northeastern MPs and MPPs, Leaders of the Opposition, the Association of Municipalities of Ontario, and the Federation of Northern Ontario Municipalities.

    WHEREAS Council for the Corporation of the Municipality of East Ferris passed Resolution #2019-194 at their regular meeting of Council on July 9th, 2019 to exempt the Seniors Villa of East Ferris’ Phase 1 development (20 units) from 50% of all taxes levied from 2019 till 2029, and to exempt the Seniors Villa of East Ferris’ Phase 2 development (8 units) from 100% of all taxes levied from 2017 to 2026 and 50% of all taxes levied from 2027-2036;

    AND WHEREAS the Chair of the Seniors Villa of East Ferris Inc. made a delegation to Council at their regular meeting of May 9th, 2023 requesting further financial and/or in-kind assistance from the Municipality;

    AND WHEREAS Council deferred the matter to the 2023 budget deliberations;

    AND WHEREAS Council discussed the Seniors Villa of East Ferris’ request during budget deliberations at their special meetings on May 11th and 12th, 2023;

    BE IT HEREBY RESOLVED THAT Council for the Corporation of the Municipality of East Ferris agrees to provide further financial assistance by exempting the Seniors Villa of East Ferris’ Phase 1 development from all taxes levied and all curbside garbage and recycling collection fees until 2029 (end of agreement), and by exempting Phase 2 development from all taxes levied and all curbside garbage and recycling collection fees until 2036 (end of agreement).

    THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated May 23rd, 2023 in the amount of $147,093.25.
