Mayor Rochefort advised of the success of the Parish Picnic held on Sunday, August 11th, 2019.

Councillor Lougheed and CAO, Jason Trottier did a presentation at the Rotary Club on Monday, August 12th, 2019.

Dr. Fuzzy made a presentation to Council regarding the cancelled IB Program.  Requested Council to reach out to local trustees advising that these programs are important to growth in our area.  

Councillor Lougheed congratulated Dr. Fuzy for advocating

Mr. Adam Wood made a presentation to Council regarding the purchase of Lakeshore Road Allowance on Hemlock Island.  This matter has been deferred by the Planning Advisory Committee until their meeting in September.  Council will be looking at doing a visit to the property in order to have a better perspective.

    WHEREAS no public input was received during the public meeting for Zoning By-law Amendment, file C-2019-03 (Municipality of East Ferris)  at the Planning Advisory Committee Meeting held July 17th, 2019;

    AND WHEREAS the Planning Advisory Committee is of the opinion that the proposal is consistent with Provincial Policy Statement, 2014 and is in conformity with the policies contained within the Official Plan for the Municipality;

    BE IT HEREBY RESOLVED that the lands described as 390 Highway 94 (Part Lot 15, Concession 11, RP NR904, Parts 1, 2 Parcel 8673 WF) be approved for Zoning By-law Amendment to recognize the existing conditions on the property.

    WHEREAS  the Council for the Municipality of East Ferris concurs with resolution No. 2019-04, File No. B-2019-01, Andre Rochefort passed by the Planning Advisory Committee at their meeting held July 17th, 2019;

    AND WHEREAS the owner(s) of the lands described as 1548 Village Road (Lot 20, Concession 2) has applied to sever a parcel of land for the creation of one new lot with frontage on Village Road for the purpose of residential development;

    BE IT HEREBY RESOLVED that Council approves of the Planning Advisory Committee recommendation together with the conditions as set out in the Planning Advisory Committee resolution No. 2019-04, dated July 17th, 2019.

    AND WHEREAS the Planning Advisory Committee is of the opinion that the proposal is consistent with Provincial Policy Statement, 2014 and is in conformity with the policies contained within the Official Plan for the Municipality;

    BE IT HEREBY RESOLVED that the lands described as 1548 Village Road (Lot 20, Concession 2) be approved for Zoning By-law Amendment to facilitate the construction of a single detached dwelling on the severed portion of the subject lands.

    THAT Council for the Municipality of East Ferris concurs with the recommendations made by the Municipal Office Technical Advisory Committee and approve of the Project Scope and Site Option #1 as presented in the attached Committee's Report dated August 2019, entitled "New Municipal Office and Corbeil Fire Hall Project Scope & Site Selection Study";

    AND FURTHER that Council direct the Technical Advisory Committee to approach an Architectural Firm to complete a Request for Proposal for the New Municipal Office.

    THAT tender EF-2019-08:  Asphalt Patch Repair be awarded to Pioneer Construction for 2,216 cubic metres of patch repairs as per bid received and in accordance with the tender documents;

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law  to amend By-law No. 2018-35, a By-law to close and convey a part of the road allowance within Lot 22, Concession 10 and 11 in the Municipality of East Ferris, formerly the Township of East Ferris within Registered Plan 36R-14180, described as Parts 1, 2, and 3 to the abutting lands described as Part 1, Plan 36R-9102; Part 1, Plan 36R-9395; Part 2, Plan 36R-9395 in the Municipality of East Ferris District of Nipissing, BE READ a first, second and third time, passed and numbered 2019-37;

    And THAT said By-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    THAT Council of the Municipality of East Ferris supports the resolution of the Township of Warwick passed at their regular meeting of June 17th, 2019 regarding enforcement for safety on family farms;

    AND FURTHER that this resolution be forwarded to Hon. Doug Ford, Premier of Ontario, Hon. Doug Downey, Ministry of the Attorney General, Hon. Ernie Hardeman, Minister of Agriculture, Food and Rural Affairs, AMO and ROMA.

    WHEREAS access to affordable and reliable broadband networks is an important part of everyday life and key to economic, education, social and health development;

    AND WHEREAS  communities outside urban centres face challenges in accessing internet service levels comparable to those in cities due to factors such as low population, distance and challenging terrain;

    AND WHEREAS we believe future ICT infrastructure investment in our community would benefit from a holistic model that takes into account the connectivity needs of regional community partnerships rather than just one community;

    AND WHEREAS this regional partnership should begin with a comprehensive needs analysis conducted by Blue Sky Net, a publically funded non-profit development corporation using their expertise and data based mapping tool- (BAIMAP-- Broadband and Associated Infrastructure Mapping Analysis Project);

    AND WHEREAS from the analysis and public consultation Blue Sky Net will conduct, it will be determined where internet gaps remain while also acknowledging what may be the best technology to fill these gaps based on access to the closest ICT infrastructure like fibre or other existing network infrastructure;

    AND WHEREAS once we determine priority areas we propose establishing three classes of gaps;

    1) gaps in fibre/backbone infrastructure,

    2) gaps in last mile/local access to business and residents and

    3) gaps in access in remote/very isolated area;

    AND WHEREAS the Federal and Provincial governments are proposing funding programs that will support the implementation of Broadband projects and will require this in-depth information, we would propose;

    THEREFORE BE IT HEREBY RESOLVED that, the Municipality of East Ferris supports Blue Sky Net leading a steering committee to which a representative from the Municipality of East Ferris will be appointed and that Blue Sky Net work with this committee during the period of analysis, funding application and any subsequent  RFP engagement;

    AND FURTHER that a copy of this resolution be sent to all municipalities in the Nipissing District as well as neighbouring municipalities that are not included in the Nipissing District, our MP and MPP.

Mayor Rochefort advised that we had two delegations at the AMO Conference.  One with the Ministry of Infrastructure regarding Lake Nosbonsing Road Application and one with the Ministry of Environment, Conservation and Parks regarding St. Theresa Soil Contamination.

    WHEREAS Section 6.3 of the Municipality of East Ferris Procedural By-law No. 2019-03 states that:  "Council shall adjourn its meeting at the hour of 9:00 p.m. if in session at that hour, save and except with the unanimous consent of members present;

    AND WHEREAS Council at this time wish to continue the business of the agenda of August 13th, 2019;

    THEREFORE BE IT HEREBY RESOLVED that Council agree to continue this Council meeting pass the hour of 9:00 p.m.
