Mayor Rochefort called the meeting to order at 6:00 p.m.

Prior to adopting the agenda as prepared, Mayor Rochefort requested that item No. 16(a) - Ribfest Donation Request be moved with agenda item  No. 8(f)(3), Committee Reports, Recreation Parks and Culture Committee as it pertains to the same matter of subject.  Council approved of the change of the agenda.

    WHEREAS no public input was received during the public meeting of the Planning Advisory Committee Meeting held February 19th, 2020 regarding File No. LSRA-2020-01, Robert Chartrand; 

    AND WHEREAS the Planning Advisory Committee recommended to Council through their resolution No. 2020-03 of February 19th, 2020 that the request made by Robert Chartrand to purchase a portion of the original Lakeshore Road Allowance in front of 13 Hemlock Island be approved to proceed in accordance with applicable regulations, policies and procedures set out in By-law No. 2015-35;

    BE IT HEREBY RESOLVED that Council approves of this recommendation.

Mayor Rochefort and Deputy Mayor Voyer declared Conflict on item No. 8(f)(3), Councillor Trahan was appointed  Acting Deputy Mayor by resolution No. 2020-65, in order to continue with the discussion of resolution pertaining to the Ribfest Committee.  Councillor Steven Trahan carried motion No. 2020-66 as Acting Mayor.

    THAT Councillor Steven Trahan be appointed Acting Deputy Mayor as per section 3.7 of the Municipality's Procedural By-law No. 2019-03 for the purpose of agenda item #8, Committee Reports, item f(3).

    WHEREAS the Parks, Recreation and Culture Committee recommended to Council for the year 2020, that the Ribfest Committee pay facility fees as per the User Fees and Charges By-law No. 2019-22 and that no reduction in fees be granted;

    BE IT HEREBY RESOLVED that Council approves of this recommendation.

    WHEREAS the Communications Committee reviewed and approved the Media Relations Policy at their meeting of February 18th, 2020 and referred to Council for approval;

    WHEREAS the Corporation of the Municipality of East Ferris owns property described as Concession 9 PT Lot 29 PCL 1261 WF PCL 11709 WF;

    AND WHEREAS the Municipality has been holding onto the property for economic development purposes;

    AND WHEREAS staff are in the process of readying the said property for future economic development opportunities that may arise;

    AND WHEREAS there is an opportunity to apply for funding through NOHFC’s Northern Community Capacity Building Program and through FedNor’s Northern Ontario Development Program (NODP) for the purpose of obtaining funding to assist with retaining professional services that will help make our land shovel ready and as attractive as possible for future investment opportunities;

    AND WHEREAS the combined funding programs may cover up to 90% of eligible project costs, up to a maximum of $100,000, with the Municipality contributing 10% of that; however, the scope of this project will not reach the upper end of that contribution;

    AND WHEREAS the Council of the Municipality of East Ferris will have the opportunity to review the funding agreement for final approval prior to any funds being spent or committed to being spent, if the applications are approved;

    BE IT HEREBY RESOLVED that Council of the Municipality of East Ferris authorizes staff to submit applications to NOHFC’s Northern Community Capacity Building Program and FedNor’s Northern Ontario Development Program (NODP).

    THAT Council of the Municipality of East Ferris accepts the recommendation from the Municipal Engineer contained in Report No. R-2020-01 and that Request for Quotes EF-2020-01 for the supply and application of dust control and road stabilization materials be awarded to Pollard Hwy Products in the amount of $115,879.52 including H.S.T.

    THAT Council of the Municipality of East Ferris supports the Town of Mattawa's resolution No. 20-06 and encourages the province to continue to support the principle of planning on a watershed basis in the on-going review and prioritize the allocation of adequate funding to support the core mandate of Conservation Authorities.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to confirm the proceedings of Council from February 11th, 2020 to March 10th, 2020, BE READ  a first, second and third time, passed and numbered 2020-10;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.
