Mayor Rochefort called the meeting to order at 6:00p.m.

    THAT the minutes of the Special Meetings of August 5th, August 11th, August 31st, 2021 and the Regular Meeting of Council held August 10th, 2021 be adopted as circulated.

Mayor Rochefort congratulated CAO, Mr. Jason Trottier and his spouse Melika on the arrival of their daughter Zola, born September 9th, 2021.  

Mayor Rochefort explained the role of Mayor and the carrying on the business of Council and how we operate. 

Councillor Kelly mentioned that  Council continues to be presented with issues which far exceed the scope of a small municipality, some provincial issues directly affect our residents and those that do, Council continues to address.  Most of the Federal issues are well outside our normal purview.

Mr. Rolland Boissonneault made a presentation to Council regarding the establishment of the the North Bay/French River Algonquins of Ontario community.

Pierre Ranger, "Let's Remember Adam" and Roberto Rego from BusPatrol made a presentation to Council regarding school bus cameras.  Councillor Champagne advised that he would like to see a sub-committee form regarding the School Bus Cameras.  Councillor Kelly also mentioned that he would like to be part of that sub-committee.  Mayor Rochefort advised that the Community Safety and Well Being Plan would be a great place to implement this sub-committee.

Mayor Rochefort advised that as a result of the minutes, a citizen brought forward the fact that in 2015 Council passed a resolution to bring into the municipal inventory all the roads that are impacted or touched by the Algonquin Land Claims, such as Maple Road.  Council voted in support of that resolution.  The resolution directed the municipality to bring the roads into the Municipal Inventory, but they would remain to be maintained by the citizens.  It's a matter that we could bring back to Public Works Committee so it can be examined on how the municipality now deal with that issue.

    WHEREAS public input was received at the public meeting of the Planning Advisory Committee meeting held August 18th, 2021 for File No. C-2021-05 for Miller Urso Surveying on behalf of Raymond and Karen Sabourin for the lands described as East Ferris Con 4, Pt Lots 11 and 12, RP 36R-6341, Rem. Part 2, Rem. Pcl 16135 WF on what is locally known as 59 Guillemette Road has applied for a zoning by-law amendment to rezone the property from Resort Commercial Special Zone (2033) to the Agricultural (A) zone in order to remove the permissions for the commercial business on the identified section of the property;

    AND WHEREAS the application is consistent with the Provincial Policy Statement 2014;

    AND WHEREAS the application is in conformity with the policies contained within the Official Plan for the Municipality;

    BE IT HEREBY RESOLVED THAT Council approves the recommendation from the Planning Advisory Committee meeting, held August 18th, 2021, Resolution No. 2021-18.

    WHEREAS no public input was received at the public meeting of the Planning Advisory Committee meeting held September 7th, 2021 for  File No. C-2021-06, Applicant being the Municipality of East Ferris;

    AND WHEREAS the Planning Advisory Committee recommended to Council that the Public Works Committee be directed to complete a road capacity study of Nosbonsing Park Road;

    BE IT HEREBY RESOLVED that Council approves of the recommendation from the Planning Advisory Committee meeting of September 7th, 2021, Resolution No. 2021-21.

    WHEREAS no public input was received at the public meeting of the Planning Advisory Committee meeting held September 7th, 2021 for File No.  C-2021-06 for the Municipality of East Ferris as the applicant for the lands described as Plan M505, Pt Blk A, Pt Blk E, Pcl 14627 W/F on what is locally known as Nosbonsing Park Road has applied for a zoning by-law amendment to rezone the property from the existing O1(Recreational) zone to the RL (Lakefront Residential) zone;

    AND WHEREAS the application is consistent with the Provincial Policy Statement 2014;

    AND WHEREAS the application is in conformity with the policies contained within the Official Plan for the Municipality;

    BE IT HEREBY RESOLVED THAT Council approves the recommendation from the Planning Advisory Committee meeting, held September 7th, 2021, Resolution No. 2021-22.

    THAT Council for the Municipality of East Ferris approve the Complaint and Service Request Handling Policy as prepared with minor changes as per Council's review.

Councillor Rick Champagne requested to go to in-camera session under section 239(2), item (h) of the Municipal Act to discuss matter of New Municipal Building at the old St. Theresa School Site.

    WHEREAS the East Ferris Police Services Board recommended to Council to accept the resignation letter from Ms. Maizy Alexander from the Police Services Board and that the vacant seat to the Police Services Board be advertised on the Municipal Website;

    BE IT HEREBY RESOLVED that Council approves of this recommendation and that a letter be sent to Ms. Alexander thanking her for her services to the Police Services Board.

    THAT Council for the Municipality of East Ferris supports the resolution from the City of Stratford dated June 28th, 2021 regarding Phase Out Ontario's Gas Plants.

Truth and Reconicliation - Town of Georgian Bay - Council defer this matter to the next meeting of Council.  Council will prepare its own resolution.

    THAT Council for the Municipality of East Ferris supports the resolution from the Town of Woodstock at its meeting held July 15th, 2021 and calls on the Honourable Doug Ford, Premier of Ontario to bring together the Ministry of the Attorney General, the Ministry of Health, the Ministry of Municipal Affairs and Housing, and the Ministry of Children, Community and Social Services to immediately work together on both short and long term solutions, complete with funding, to take proper responsibility and action to address the affordable housing, homelessness, and addictions crisis.

    THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated September 14th, 2021 in the amount of $1,265,493.93.

Greg Kirton, Manager of the Planning and Economic Development  joined in the meeting for this session. Council had a good discussion regarding Councillor Lougheed's concerns with the health and quality of the Lake and as well as the development.  Mr. Kirton advised Council if they required more information or had questions on any other specific issues, they were welcome to contact him.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to confirm the proceedings of Council from August 10th, 2021 to September 14th, 2021, BE READ  a first, second and third time, passed and numbered 2021-40;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.
