    THAT the minutes of the Regular Meeting held January 22nd, 2019 and the Special Meetings held February 4th, and 22nd, 2019 be approved as circulated.

Mayor Rochefort welcomed all of the public in attendance.  Koodo's was given to the Municipal Staff for the Recognition Event made for Bill Vrebosch and Richard Champagne.  Mayor Rochefort was also pleased to see our neighbouring Mayors at the Event and have them say a few words on behalf of Bill and Richard.  Representative from the District of Nipissing Social Services Board, Mr. Mark King and the North Bay Parry Sound Health Unit, Dr. Chirico was also present.  At the event it was stated by Dr. Chirico that the Municipality of East Ferris had the "Elements of a Healthy Community".

Mayor Rochefort also mentioned highlights of the Ontario Good Roads Conference where all of Council had attended at the end of February.

Mr. Horton made a presentation to Council regarding 2019 property taxes.  Mr. Horton advised Council that there is 60+ properties where he resides .  They have no services such as road maintenance including winter plowing, gravel, etc.

Mr. Horton also made presentation to Council pertaining the the Algonquin Land Claims.  He would like to see a Council Member appointed as a liaison person to the residents for that area.

    WHEREAS no public input was received at the public meeting of the Planning Advisory Committee Meeting held February 20th, 2019 regarding File No. LSRA-2019-01, Jean Paul Tache; 

    AND WHEREAS the Planning Advisory Committee recommended to Council that the request made by Jean Paul Tache to purchase a portion of the original Lakeshore Road Allowance in front of Part of Lot 12, Concession 15, Township of East Ferris, District of Nipissing, known municipally as 104 Woodcliffe Road be recommended to proceed in accordance with the applicable regulations, policies and procedures set out in By-law No. 2015-35; 

    BE IT HEREBY RESOLVED that Council approves of this recommendation.

    WHEREAS no public input was received at the public meeting of the Planning Advisory Committee Meeting held February 20th, 2019 regarding File No. LSRA-2018-01, Susan and Harvey Sefton;

    AND WHEREAS the Planning Advisory Committee recommended to Council that request made by Susan and Harvey Sefton to purchase a portion of the original Lakeshore Road Allowance in front of their property described as Parts 6 and 7, Part of Broken Lot 12, Concession 15, and part of original Shore Road Allowance in front of Broken Lot 12, Concession 15, Township of East Ferris (Woodcliffe Road) on Trout Lake in the Municipality of East Ferris be recommended to proceed in accordance with the applicable regulations, policies and procedures set out in By-law No. 2015-35;

    BE IT HEREBY RESOLVED that Council approves of this recommendation.

    WHEREAS public input was received during the public meeting for Consent Application B-2019-02 at the Planning Advisory Committee Meeting held on February 20th, 2019;

    AND WHEREAS the Planning Advisory Committee is of the opinion that the proposal is consistent with Provincial Policy, the Municipality’s Official Plan, the Zoning By-law and represents good land use planning;        

    BE IT HEREBY RESOLVED that the Council of the Municipality of East Ferris concurs with Resolution No. 2019-05 passed by the Planning Advisory Committee at their meeting of February 20th, 2019 and approves Consent Application No. B-2019-02 (1851477 Ontario Inc.) for the property described as Part of Lot 12, Con. 15, Township of East Ferris, District of Nipissing on what is locally known as Woodcliffe Road for the purpose of a lot addition with the adjacent property along Trout Lake; together with those conditions as set out in the Planning Advisory Committee Resolution dated February 20th, 2019.

    WHEREAS public input was received during the public meeting for Zoning By-law Amendment, File No. C-2019-02 (1851477 Ontario Inc.) at the Planning Advisory Committee Meeting held February 20th, 2019;

    AND WHEREAS the Planning Advisory Committee is of the opinion that the proposal is consistent with Provincial Policy Statement 2014 and is in conformity with the policies contained within the Official Plan for the Municipality; 

    BE IT HEREBY RESOLVED that the lands described as Lot 24, Plan M-522, Part of Lot 18, Concession 18 on what is locally known as Treadlightly Drive be approved for zoning by-law amendment to facilitate the construction of a single detached dwelling on the subject property.

    AND THAT said By-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS the Municipality of East Ferris reaffirms our continuing commitment to proceeding with the Cassellholme redevelopment as per the terms and conditions agreed to in 2018 with Cassellholme;

    AND WHEREAS at their 18 December, 2018, Board meeting, the Cassellholme Board released South Algonquin from their future major capital contributions (those beyond the scope of the Long Term Care Act) towards the Cassellholme redevelopment and, that any further changes in regard to the redirection of South Algonquin’s share of the operating costs, are to be taken up by South Algonquin directly within the Ministry of Health and Long Term Care;

    AND WHEREAS it was unanimously agreed among the eight other municipalities participating at Cassellholme Board meeting on 24 January, 2019 that this would be acceptable;

    AND WHEREAS the Municipality of East Ferris directs the Mayor to write immediately to the Minister of Health and Long-Term Care, the Hon. Christine Elliott asking that South Algonquin not be included in the amendments that are required to reconfigure the Board of Management for the District of Nipissing East (Schedule 4 of Ontario Regulation 79/10);

    WE THEREFORE ask the Minister to direct her officials to work with Cassellholme in order to obtain all of the government approvals that are necessary to proceed with the redevelopment and to do so as soon as is reasonably possible;

    AND FURTHER that a copy be forwarded to MPP Vic Fedeli, Minister of Finance, Christine Elliott, Minister of  Health and Long Term Care  and Jamie Lowery, CEO Cassellholme.
