Mayor Rochefort called the meeting to order shortly after 6:00 p.m.

Councillor Champagne made a comment regarding item No. 7 of the Agenda, Delegations to Council pertaining to the Quarry Pit. Councillor Champagne advised that the property on which the Aggregate Licence Application for a Licence for a Quarry above the Groundwater Table within the Municipality was at one time under his ownership.  That property has been sold and he does not have anything to do with this property.

Catherine Matheson, Nipissing District Social Services Administration Board made a presentation to Council regarding the services available to our community under the DNSSAB.

Michelle St-Onge made a presentation to Council expression concerns regarding the Quarry Pit Application on Lavigne Road.

David Boland made a presentation to Council expressing concerns regarding their property with the application for Quarry Pit on Lavigne Road.

Councillor Kelly advised that the Public Works Committee held a meeting on this day.  Discussions took place regarding Nuisance Beavers By-law, signage, and policy pertaining to roads in the Municipality.  The Public Works Committee will meet again on July 28th, 2022 to finalize documents and bring forward recommendations to Council for its Regular Meeting of August 9th, 2022.

Mayor Rochefort advised that the East Ferris Early Years Services and Child Care Survey was out and there is great feedback from the survey.  The survey will be available until July 23rd, 2022.  Encouraging East Ferris residents to take the survey.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to provide for advance votes to be held prior to voting day and to provide for reduced hours of voting at Nipissing Manor , BE READ a first, second and third time, passed and numbered 2022-39;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS Rail Safety Week is to be held across Canada from September 19 to 25, 2022;

    AND WHEREAS it is in the public’s interest to raise citizens’ awareness of the dangers of ignoring safety warnings at level crossings and trespassing on rail property to reduce avoidable deaths, injuries and damage caused by incidents involving trains and citizens;

    AND WHEREAS Operation Lifesaver is a public/private partnership whose aim is to work with the public, rail industry, governments, police services, media and others to raise rail safety awareness;

    AND WHEREAS CN has requested that Council of the Municipality of East Ferris adopt this resolution in support of its ongoing efforts to raise awareness, save lives and prevent injuries in communities, including our municipality;

    BE IT HEREBY RESOLVED that Council for the Municipality of East Ferris support National Rail Safety Week to be held from September 19 to 25, 2022.

    THAT Council for the Municipality of East Ferris supports resolution No. 153-2022, from the Township of Lucan Biddulph passed at their regular Council Meeting held June 21st, 2022 regarding Voluntary Russian Sanctions.

    WHEREAS section 5.3 of the Council Procedural By-law No. 2020-17 states that there shall only be one meeting of Council held in the month of July and August;

    BE IT HEREBY RESOLVED that Council for the Municipality of East Ferris cancel the regular scheduled meetings of July 26th and August 23rd , 2022;

    AND THAT a Special Meeting of Council be scheduled in accordance with Section 240 of the Municipal Act, as amended at the call of the Chair if required.

    THAT Council for the Corporation of the Municipality of East Ferris authorizes staff to submit a funding application to the Northern Ontario Heritage Fund Corporation (NOHFC) for Active Transportation Project MacPherson Drive Link to Voyageur Cycling Route & Corbeil Recreation Hub for up to $500,000 and commits to applicant’s contribution and any cost overruns.

    THAT Council for the Corporation of the Municipality of East Ferris authorizes staff to submit a funding application to the Ontario Trillium Foundation’s Capital Grant Program for Active Transportation Project MacPherson Drive Link to Voyageur Cycling Route & Corbeil Recreation Hub for up to $150,000 and commits to applicant’s contribution and any cost overruns.

    THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated July 12th, 2022 in the amount of $2,236,298.28.
