Mayor Rochefort called the meeting to order at 6:00 p.m.

    THAT the minutes of the Special Meeting held October 8th, 2019 and the Minutes of the Regular Meeting held October 8th, 2019 be approved as circulated.

Mayor Rochefort advised that CAO, Mr. Demers and herself attended a meeting on internet organized by Regional Mayors. 

Ms. June Sangwin, 1558 Hemlock Island, at the Council meeting requested a five minute delegation to Council regarding Lakeshore Road Allowance on Hemlock Island.  Council approved the request.  Ms. Sangwin advised that she opposes to the selling of Lakeshore Road Allowances on Hemlock Island.

Andrew and Monika Gray also requested to Council a five minute delegation.  Council approved the request.  Mr. and Mrs. Gray applied for the purchasing of Lakeshore Road Allowance on their property known as 1386 Hemlock Island.  Mr. and Mrs. Gray wish to purchase the Lakeshore Road Allowance and be able to develop the land properly with proper building permits.

 

Motion No. 2019-286 and motion No. 2019-287 were moved and seconded and placed on the floor for discussion.  Council deferred both motions for further clarification through resolution No. 2019-288.

    WHEREAS public input was received and considered during the public meeting of the Planning Advisory Committee Meeting held October 16th, 2019 regarding File No. LSRA-2019-02, Adam and Caroline Wood; 

    AND WHEREAS the Planning Advisory Committee recommended to Council through their resolution No. 2019-03 of October 16th, 2019 that the request made by Adam and Caroline Wood to purchase a portion of the original Lakeshore Road Allowance in front of 1232 Hemlock Island be approved to proceed in accordance with applicable regulations, policies and procedures set out in By-law No. 2015-35;

    BE IT HEREBY RESOLVED that Council approves of this recommendation.

    WHEREAS public input was received and considered during the public meeting of the Planning Advisory Committee Meeting held October 16th, 2019 regarding File No. LSRA-2019-03, Andrew and Monika Gray; 

    AND WHEREAS the Planning Advisory Committee recommended to Council through their resolution No. 2019-04 of October 16th, 2019 that the request made by Andrew and Monika Gray to purchase a portion of the original Lakeshore Road Allowance in front of 1386 Hemlock Island be approved to proceed in accordance with applicable regulations, policies and procedures set out in By-law No. 2015-35;

    BE IT HEREBY RESOLVED that Council approves of this recommendation.

    WHEREAS the Economic Development Committee recommended to Council to look at an event planner for the East Ferris Tradeshow for 2020;

    BE IT HEREBY RESOLVED that Council approves the services of Karen Jones Consulting.

    WHEREAS the Municipal Office Project/Technical Advisory Committee recommended to Council to retain the services of Bertrand Wheeler Architecture Inc. for the Architectural Services for the New East Ferris Municipal Office, Fire Hall and Community Infrastructure in the amount of $259,018.60 (including HST);

    BE IT HEREBY RESOLVED that Council approves of this recommendation.

    WHEREAS the Municipal Office Project/Technical Advisory Committee recommended to Council to retain the services of Englobe Inc. for geotechnical engineering services for the New East Ferris Municipal Office, Fire Hall and Community Infrastructure;

    BE IT HEREBY RESOLVED that Council approves of this recommendation.

    WHEREAS the Police Services Board recommended to Council to renew the Policing Contract for a period of 5 years;

    AND WHEREAS the Municipality of East Ferris encourages the continuance of the Police Services Board in its actual form and mandate;

    AND WHEREAS the Policing Contract continue to include the annual education programs for Ferris Glen Public School and école élémentaire catholique St-Thomas d’Aquin;

    BE IT HEREBY RESOLVED that Council approves of this recommendation and that the Policing Contract Agreement be renewed for a period of 5 years.

    WHEREAS the Police Services Board recommended to Council that the Police Services Board will undertake the leadership to prepare the Community Well Being Safety Plan specifically for the Municipality;

    THAT Council for the Municipality of East Ferris accepts the recommendation from the Municipal Engineer contained in Report No. R-2019-15 and that the Tender EF-2019-10 for the Municipal Yards - Snow Plowing/Snow Removal with an upset limit of $1,565.05 including H.S.T. per event be awarded to Evergreen Landscaping for the 2019/2020 winter season.

    AND THAT said By-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law  to authorize the execution of an agreement between the Corporation of the Municipality of East Ferris and ICEsoft Technologies Holdings Ltd. (ICEsoft Voyent Alert), BE READ a first, second and third time, passed and numbered 2019-49;

    AND THAT said By-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.
