Mayor Rochefort called the meeting to order at 6:00 p.m.

Deputy Mayor Trahan advised that the work was done on Lake Nosbonsing Road.  Deputy Mayor Trahan advised that Public Works did a good job on the shoulder of the road.

    WHEREAS public input was received at the public meeting of the Planning Advisory Committee meeting held June 16th, 2021 for File No. SB-2021-01 and C-2021-03 for Miller Urso Surveying on behalf of Jeffrey Staples for the lands described as CON 3 PT LOT 21 PCL 15241 WF RP 36R5309 PART 1 on what is locally known as Village Road in the Municipality of East Ferris for an application of a draft plan of condominium and zoning by-law amendment for the purpose of creating 4 residential units along with the conditions attached to the resolution No. 2021-14 of the Planning Advisory Committee meeting minutes held June 16th, 2021;

    AND WHEREAS the application has regard for the criteria of Section 51(24) of the Planning Act;

    AND WHEREAS the application is consistent with the Provincial Policy Statement 2014;

    AND WHEREAS the application is in conformity with the policies contained within the Official Plan for the Municipality;

    BE IT HEREBY RESOLVED THAT Council approves the recommendation from the Planning Advisory Committee meeting, held June 16th, 2021, Resolution No. 2021-14.

Councillor Champagne declared a conflict of interest on File B-2021-18 (Rick Champagne and Nancy Best) of the minutes of the Committee of Adjustment.  Councillor Champagne  is the owner of the property being approved for a consent.  Councillor Champagne did not take part of any discussion pertaining to his consent file.

    THAT Council for the Municipality of East Ferris accepts the recommendation from the Municipal Engineer contained in Report No. R-2021-04 and approve the following:

    1. That the Director of Public Works be authorized to purchase a 2014 524K John Deere Loader at a cost of $84,900.00 (plus applicable taxes); and
    1. That Markham Landscaping Nurseries Ltd of Stouffville, Ontario be designated as sole source provider for the purchase of the 2014 524K John Deere Loader.

    THAT Council for the Municipality of East Ferris accepts the recommendation from the Municipal Engineer contained in Report No. R-2021-05 and award Tender EF-2021-05 to Duncor Enterprise Inc. for Single Surface Treatment in the amount of $175,039.94 including HST.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law to adopt the estimates of all sums required during the year and to provide adoption of Tax Rates for 2021, BE READ a first, second and third time, passed and numbered 2021-27;

    AND THAT said By-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law to authorize the execution of an agreement between the Corporation of the Municipality of East Ferris and Canada Infrastructure Program (ICIP) COVID-19 Resilience Infrastructure Stream, BE READ a first, second and third time, passed and numbered 2021-28;

    AND THAT said By-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS Council of the Municipality of East Ferris approved an amendment to its Procedural By-law No. 2020-17 at a Special Meeting of Council held December 15th, 2020 to allow an extension for electronic meetings for Council, Board and Committee meetings up to June 30th, 2021;

    BE IT HEREBY RESOLVED that Council extends the date of the amendment to be changed to December 31st, 2021.
