    WHEREAS no public input was received at the public meeting of the Planning Advisory Committee held July 19th, 2023;

    AND WHEREAS a request has been made by Todd and Tanya Burlington to close and purchase the original shoreline road allowance abutting 966 Hemlock Island;

    AND WHEREAS By-law No. 2015-35 provides policies and procedures for the disposition of Shoreline Road Allowances in the Municipality of East Ferris;

    AND WHEREAS the request would comply with the policies set out in By law No. 2015-35;

    BE IT HEREBY RESOLVED that Council approves the recommendation from the Planning Advisory Committee Meeting held July 19th, 2023, under Resolution No. 2023-28 and approve the request made by Todd and Tanya Burlington to close and purchase the original shoreline road allowance abutting 966 Hemlock Island and proceed in accordance with applicable regulations, policies and procedures set out in By-law No. 2015-35.

    WHEREAS no public input was received at the public meeting of the Planning Advisory Committee Meeting held July 19th, 2023 for File No. C-2023-03 (1000328150 Ontario Inc.) for lands described as CON 13 PT LOT 14 RP NR83 PART 1 on what is locally known as Centennial Crescent; 

    AND WHEREAS the land owners applied to amend Comprehensive Zoning By law No. 2021-60 to rezone a parcel of land from the existing Rural (R) zoning to a General Commercial Special (C1 Sp.) zone and a General Commercial Special Holding zone (C1H Sp.);

    AND WHEREAS the application is being made in conjunction with a consent to sever application that would seek to create one new lot from the subject lands;

    AND WHEREAS the application is consistent with the Provincial Policy Statement, 2020;

    AND WHEREAS the application is in conformity with the policies contained within the Official Plan for the Municipality;

    BE IT HEREBY RESOLVED that Council approves the recommendation from the Planning Advisory Committee Meeting held July 19th, 2023 under Resolution No. 2023-29.

    WHEREAS the Economic Development Committee recommends to Council that the Committee conduct, or direct staff to conduct, an internal audit/inventory of the Business Signage Program;

    WHEREAS the Economic Development Committee acknowledges that Karen Jones Consulting has, and continues to do a wonderful job on the planning and facilitation of the Annual Tradeshow; 

    AND WHEREAS the Municipality, as a public entity, is fiscally responsible to the community and should periodically review its contracts for the long-term financial health of the Municipality; 

    AND WHEREAS the Economic Development Committee recommends to Council that an RFP process be undertaken for the 2024 Municipal Tradeshow with parameters of the RFP forthcoming; 

    BE IT HEREBY RESOLVED that Council approves of this recommendation.

Greg Kirton, Director of Community Services gave a verbal report to Council regarding the CMHC Housing Accelerator Fund.

    WHEREAS Council for the Corporation of the Municipality of East Ferris at their regular meeting of July 25th, 2023 received correspondence from CMHC regarding the Housing Accelerator Fund;

    AND WHEREAS Council directed staff to examine the feasibility of submitting an application for funding;

    AND WHEREAS the primary objectives of the program are to create more supply of housing at an accelerated pace and enhance certainty in the approvals and building process;

    AND WHEREAS staff have reviewed the funding guide, participated in a webinar hosted by CMHC, and determined that there is an opportunity to obtain funding to assist in the development and expansion of affordable housing and differing types of housing in the community;

    AND WHEREAS one of the action items in Council’s 2022-2026 Strategic Plan is to advocate for increased seniors housing;

    BE IT HEREBY RESOLVED THAT Council authorizes staff to submit a funding application to CMHC’s Housing Accelerator Fund;

    AND FURTHER THAT Council approves the Action Plan and the Plan’s initiatives as presented by staff.

    WHEREAS Joanne Rodgers has made a request to the Municipality for an exemption under Section 4 of Municipal By-law 2015-33; a By-law to Prohibit Excessive Noise;

    AND WHEREAS with Joanne Rodger’s request, the exemption would only apply from Friday, September 8th, 2023 at 11:00 p.m. to Sunday, September 10th, at 2:00 a.m. for the purpose of a backyard family reunion to  be held at 747 Derland Road;

    BE IT HEREBY RESOLVED that Council for the Municipality of East Ferris approve the request received from Joanne Rodgers and grant an exemption of Municipal By-law No. 2015-33 for Friday, September 8th, 2023 at 11:00 p.m. through Sunday, September 10th, at 2:00 a.m..

Council referred the resolution for future discussion 

  • WHEREAS the Council of the Municipality of East Ferris has been briefed by the Nipissing Region Violence Against Women Coordinating Committee on the issue of Intimate Partner Violence (IPV) for the purpose of keeping abreast of issues relating to the safety and well-being of the community; 

    AND WHEREAS Council understands that East Ferris is not immune to IPV, and that community calls to the Ontario Provincial Police related to domestic disputes, which increased from 14 in 2016 to 26 in 2020 and then to 43 during the pandemic, are a corroborating indicator. Although these calls decreased to 21 in 2022, there was a slight increase in community calls related to sexual interference and sexual assault;

    AND WHEREAS at the regional level in 2022 Nipissing District Victim Services received 475 calls for service for IPV and assisted 400 female victims of IPV as well as 39 children, who were harmed or witnessed IPV;

    AND WHEREAS the Children's Aid Society opened 146 investigations into a child's exposure to domestic violence, representing 13.1% of the total call volume for the year;

    AND WHEREAS 400 victims of IPV sought support from the Community Counselling Centre of Nipissing;

    AND WHEREAS  201 people, or 31% of admissions to North Bay Jail, were the subject of a domestic violence alert and 7.8% of a sexual offence charge;

    AND WHEREAS East Ferris Council recognizes that IPV is a serious problem affecting the health and well-being of girls, women and families and contributing to an unsafe community with additional strains on the health and social services system;

    BE IT HEREBY RESOLVED THAT Council for the Municipality of East Ferris asks the East Ferris Community Safety and Well-Being Committee to incorporate the issue of IPV / domestic violence into its plan. It encourages the committee to explore ways to engage with community partners to educate and support our residents and thereby strengthen prevention efforts;  

    BE IT HEREBY RESOLVED THAT this resolution be forwarded to the Hon. Doug Ford, Premier of Ontario, the Hon. Charmaine A. Williams, Minister Responsible for Women's Social and Economic Affairs, to the Hon. Parm Gill, Minister of Red Tape Reduction, and to Vic Fedeli, MPP;

    BE IT FURTHER RESOLVED THAT this resolution be distributed to the North Bay Parry Sound District Health Unit, the North Bay Detachment of the Ontario Provincial Police, the Association of Municipalities of Ontario and the Federation of Canadian Municipalities.
