Call to Order
 

Mayor Rochefort called the meeting to order at 6:00 p.m.  Prior to continuing with the Council Meeting; Mayor Rochefort requested a moment of silence for the lost of two past Councillors that served the Municipality of East Ferris, Mr. Dan Corbeil and Mr. Dennis Neethling.

Business Arising from the Minutes
 

CAO advised that the Municipality was organizing a meeting with the Algonquin Land Claims.  The meeting will be held by zoom, and livestream on February 4th, 2021 at noon.  An email has been sent to all involved requesting to forward their questions to the Municipal Clerk prior to February 1st, 2021, 12:00 p.m.

Chair's Comments:
 

Mayor Rochefort passed the Chair's comments to Councillor Kelly to say a few words regarding past Councillors Dan Corbeil and Dennis Neethling.

Councillor Kelly advised that it was an honour to serve with both Dan and Dennis.  They did good decisions, great volunteer work for the municipality.

Mayor Rochefort made an additional comment advising that in this special year as we learn about our history, it has come to our attention the use of a photo of a carnival float with a banner "Les Esquimaux du Nord" produced in our 2021 Municipal Calendar.  The photo was used to showcase times and events in our history as we look to celebrate our 100 years in 2021.  In no way did we intend to disrespect the culture of indigenous people and regret any harm this may have caused.  Mayor Rochefort thanked Councillor Lougheed who brought this to our attention.

There was no presentation from Ms. Karen Cobb.  Karen withdrew her presentation to Council the day of the scheduled Council meeting.  The resolution for approval of the agenda was amended to remove the presentation.

Ms. Sylvie Hotte made a presentation to Council regarding Application File No. OPA-2020-01 and File C-2020-03, Official Plan Amendment and Zoning By-law Amendment. Manager of Planning and Economic Development joined in for this session of the meeting.  Mr. Kirton advised Council that Paige Engineering Ltd. does not intend to proceed any further in their request for planning approvals for 382 Macpherson Drive.

    WHEREAS the Recreation, Parks and Culture Committee recommended to Council that Taylor Milne and Richard Rochefort be accepted as Athletes into the East Ferris Sports Hall of Fame for 2020 and Francine Devost  be accepted into the East Ferris Annual Sport Recognition Program for 2020;

    BE IT HEREBY RESOLVED THAT Council approves of this recommendation.

    WHEREAS the Municipal Office Project/Technical Advisory Committee recommended to Council the following:

    • THAT the New Municipal Office & Fire Hall project be placed on hold;
    • THAT the Design Team and the General Contractor (with selected suppliers and sub-contractors) be informed and thanked for their excellent work; and
    • THAT Council examine how to reorganize the project to fit the target budget;

    BE IT HEREBY RESOLVED THAT Council approves of this recommendation.

    THAT Council of the Municipality of East Ferris accepts the recommendation from the Manager of Planning and Economic Development contained in Report No. PLAN-2021-01 and declare the subject lands surplus and that staff proceed to delineate appropriate lot shapes and sizes in accordance with our Official Plan and Zoning By-law policies, engaging the required consultants to do so;

    AND FURTHER that staff bring a future report to Council for final review of the planning process and direction on the disposition of the lots.

Other Business
 

Councillor Kelly who sits on the Board of Directors for the Federation of Northern Ontario Municipalities (FONOM) advised that the 2021 FONOM Conference will be held virtually for one day only and the Conference will be free to all municipalities.  Councillor Kelly will advise of the scheduled date.
