Mayor Rochefort called the meeting to order at 6:00 p.m.

    THAT the draft agenda presented to Council and dated the 26th day of April, 2022 be adopted with the following changes:  

    • By moving agenda item No. 17 - In-Camera session after agenda item No. 6 - Chairs Comments;

    AND by adding to the In-Camera Session of the agenda the following:

    • Under Section 239(2)(h) - information explicitly supplied in confidence to the municipality or local board by Canada, a province or territory or a Crown agency of any of them regarding the Algonquin Land Claim as requested by Mayor Rochefort.

Mayor Rochefort mentioned of the passing of a well-known resident of East Ferris.  Mr. Gerald Brochu.  Gerald was a member of the Recreation Committee since 2006.  The Municipality expressed their appreciation to the Brochu Family for all the years of service Gerald gave to the Municipality.  Councillor Champagne also sat on the Recreation Committee with Gerald.

 
Mayor Rochefort also mentioned about the passing of Jack Lyons.  She advised that it was important to talk about Jack.  The Lyons Family are residents of East Ferris.  Jack who had Autism worked with his family to "Light It Up Blue" - Fundraiser for unique playground equipment.  Jack made a difference - he became the face of Autism Awareness.


Mayor Rochefort brought to the attention of Council and our viewers that Karen and Ruth Haines, residents of East Ferris have welcomed to their home a family from Ukraine.

    WHEREAS the Recreation, Parks and Culture Committee recommended to Council to increase parking signage at the South Shore Boat Launch in order to alleviate parking congestions;

    BE IT HEREBY RESOLVED that Council approves of this recommendation.

    WHEREAS the Economic Development Committee is generally in favour of the Draft Short Term Rental By-law and recognizes the need to regulate Short Term Rental in East Ferris;

    AND WHEREAS the Economic Development Committee recommended to Council that the By-law go forward generally as written, with the exception of considering the fee structure;

    AND WHEREAS the Committee feels that higher fees may be warranted and recommended to Council to consider the fee structure prior to passing the by-law;

    BE IT HEREBY RESOLVED THAT Council take the recommendations from the Economic Development Committee in consideration prior to the 3rd Reading of the By-law.

The PSB is in the process of looking at lawn signs and have them available for Road Safety week May campaign.

    THAT Council of the Municipality of East Ferris accepts the recommendation from the Director of Community Services contained in Report No. PLAN-2022-05 and approve the proposed land swap by Miller & Urso Surveying Inc. on behalf of Anthony Rota and direct staff to work with Mr. Miller and Mr. Rota to facilitate the closure and transfer of the municipal road allowance in exchange for the lands shown on Appendix A to the Report.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to authorize the delegation of authority to the CAO/Treasurer for certain acts during a "Lame Duck" period BE READ a first, second and third time, passed and numbered 2022-22;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

Director of Community Services reviewed with Council the comments received from the public consultation regarding the discussion of the Short Term Rental By-law.   The Director of Community Services will be reviewing changes/comments and will bring back to Council prior to passing of 3rd Reading.

    THAT By-law No. 2022-23 being a By-law to license and regulate the use of Short Term Rentals in the Municipality of East Ferris be read a first and second time this 26th day of April, 2022.

    WHEREAS Section 6.3 of the Municipality of East Ferris Procedural By-Law No. 2020-17 states that:  “Council shall adjourn its meeting at the hour of 9:00 p.m., if in session at that hour, save and except with the unanimous consent of members present”;

    AND WHEREAS Council at this time wish to continue the business of the agenda of April 26th, 2022;

    THEREFORE BE IT HEREBY RESOLVED that Council agree to continue this Council meeting pass the hour of 9:00 p.m.

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS Council Members will be attending the 2022 FONOM Conference being held from May 9th to May 11th, 2022;

    BE IT HEREBY RESOLVED that the Regular Council Meeting scheduled for May 10th, 2022 be canceled in its entirety and that a Special Meeting of Council be scheduled in accordance with Section 240 of the Municipal Act, as amended at the call of the Chair if required.

    THAT the Municipality of East Ferris supports the resolution from the Town of Mono regarding on calling the federal government to provide greater support to Ukraine in their fight against the invasion of their sovereign territory by Russia.

    WHEREAS hard-working Ontarians are facing a housing crisis and for many years, the province has not built enough housing to meet the needs of our growing population; while the affordability crisis began in our major cities, it has now spread to small towns and rural communities, such as East Ferris;

    AND WHEREAS the long-term trend is clear: house prices are rising much faster than the incomes of Ontarians, including East Ferris residents;

    AND WHEREAS, the time has come to act, in accordance with the report mandated by the province and entitled “Ontario Housing Affordability Task Force” and released in February, 2022;

    AND WHEREAS the report concludes that:

    • The balance has been tipped too far in favour of lengthy consultations, bureaucratic red tape and costly appeals to the Ontario Land Tribunal (OLT);
    • Lengthy and costly OLT hearings are a barrier to the development of affordable housing;
    • The Tribunal currently faces a backlog of over 1,000 cases;

    AND WHEREAS municipalities across the province such as Municipality of East Ferris collectively spend millions of dollars of taxpayer money and municipal resources developing Official Plans that meet current Provincial Planning Policy;

    AND WHEREAS cities across the province are constantly forced to spend millions of dollars defending official plans that have already been approved by the province in costly, time-consuming and ultimately futile OLT hearings;

    THEREFORE BE IT HEREBY RESOLVED  that the Municipality of East Ferris request that the Government of Ontario correct the OLT in accordance with the informed recommendations of the Ontario Housing Affordability Task Force;

    AND THAT a copy of this motion be forwarded to the Honourable Doug Ford, Premier of Ontario, the Minister of Municipal Affairs and Housing, the Leader of the Opposition, the Leaders of the Liberal Party and the Green Party and all Members of Parliament in the Province of Ontario;

    AND FURTHER THAT a copy of this motion be sent to AMO, ROMA and FONOM.

    THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated April 26th, 2022 in the amount of $651,840.68.

  • Councillor Rick Champagne requested for an in-camera session under Section 239(2) of the Municipal Act, under item (b) - Personal matters about an identifiable individual, including municipal or local board employees regarding the matter of Algonquin Land Claims;
  • Mayor Rochefort requested for in-camera session under Section 239(2) of the Municipal Act, under item (h) information explicitly supplied in confidence to the municipality or local board by Canada,  province or territory or a crown agency of any of them.
