Mayor Rochefort called the meeting to order at 6:00 p.m.

    • Add under item  17 - In-Camera session under Section 239(2) item (d) - Labour relations or employee negotiations regarding Rate of Pay for Public Works Department.

Natasha Penn from Karen Jones Consulting Inc. made a presentation to Council regarding the 2022 East Ferris Tradeshow

The Municipality will be purchasing another 100 "Slow Down" lawn signs for distribution to the residents.

    THAT Council for the Municipality of East Ferris accepts the recommendation from the Clerk contained in Report No. CLERK-2022-04 and that the 2022 Municipal Elections Accessibility Plan be received for information.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to authorize the Execution of an Agreement between the Corporation of the Municipality of East Ferris and Northern Ontario Heritage Fund Corporation (NOHFC) for funding of the Medical Centre, BE READ  a first, second and third time, passed and numbered 2022-30;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to close and convey a part of the Road Allowance and Shoreline Road Allowance, adjacent to 106 Cedar Bay Road, described as part of the road allowance between Concession 2 and 3 lying between Lots 11 and 12 and Part of Original Shore Road Allowance in front of Lot 11 and 12, Concession 2, Part 1 Plan 36R14823, Township of East Ferris, District of Nipissing, BE READ  a first, second and third time, passed and numbered 2022-31;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to amend By-law No. 2019-22 under schedule “D” Fire Services with respect to the establishment and requirement of the payment of fees for information, services, activities and use of the Corporation’s property, BE READ  a first, second and third time, passed and numbered 2022-34;

    WHEREAS a request has been received from Les Compagnons to offer to the municipality to manage the organization of a Canada Day Events on July 1st, 2022 in East Ferris;

    AND WHEREAS Les Compagnons is requesting Council’s permission to host a 2-hour event on Municipal Grounds located at 392 Hwy 94, Corbeil (Corbeil Park Hall) between the hours of  6:00 p.m. and 8:00 p.m. to celebrate Canada Day in East Ferris;

    BE IT HEREBY RESOLVED that Council approves of this request from Les Compagnons for their planned events for Canada Day in the Municipality of East Ferris.

    WHEREAS the Council for the Municipality has supported the resolution from the Town of Arnprior regarding the support for humanitarian efforts in Ukraine;

    BE IT HEREBY RESOLVED that the Municipality of East Ferris support the Ukraine family that has been welcomed to our Municipality and make a donation to this family in the amount of $1,000.00 through the established Go Fund Me Account.

    THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated June 14th, 2022 in the amount of $1,491,230.47.

Mayor Rochefort advised that Council will proceed to in-camera session to discuss matters under Section 239(2) item (d) labour relations or employee negotiations and item (b) - personal matters about an identifiable individual, including municipal or local board employees.  

Mayor Rochefort stated that Clerk, Monica Hawkins will be relieved of her duties of this meeting and CAO will be taking the minutes of the in-camera session as well as the returning to the Regular Session of the Council meeting in accordance to the agenda.  Clerk Monica Hawkins left the meeting.

    WHEREAS, the Council for the Municipality of East Ferris has completed the performance evaluation of the CAO;

    AND WHEREAS, the CAO's performance was rated excellent in accordance with the CAO's job description for the 2018-2022 Council term which includes the dual role of Treasurer as well as a number of additional duties;

    AND WHEREAS, the CAO has successfully overseen numerous accomplishments as per the attached document entitled “Municipal Accomplishments for the 2018-2022 Term of Council;

    AND WHEREAS, comparative compensation information suggests that the Municipality lags behind other municipalities in the compensation of its CAO/Treasurer;

    AND WHEREAS, the Municipality is in a good financial position and funds have been ear marked in the 2022 approved budget to support a salary adjustment for the CAO;

    THEREFORE Council enacts that:

    • The CAO's salary be adjusted to $170,000.00;
    • The CAO's vehicle allowance be increased to $7,500.00 + 2% annual increase.
