Mayor Rochefort welcomed everyone in attendance, and presented the floor to Councillor Kelly and Councillor Lougheed to relay regarding the Federation of Northern Ontario Municipalities (FONOM) Conference that they attended May 8th to May 10th, 2019.

    THAT Council of the Municipality of East Ferris accepts the recommendation from the Manager of Planning and Economic Development in Report No. PLANN-2019-002 to sell the unopened road allowance to the adjacent owners of 1778 Village Road, Marnie and Jerry Labrecque, in accordance with the cost laid out in the Fees and Charges By-law and that the total sale price be $2400.00;

    AND FURTHER that all additional costs related to surveying, legal fees, or any other costs associated with the transfer will be paid by the purchaser.

    1. That the Director of Public Works be authorized to order a used 850C John Deere Dozer at a cost of $38,500.00 (plus applicable taxes); and

    2. That Kent Farm Supplies Limited of Chatham-Kent, Ontario be designated as sole source provider for the purchase of the 1999 850C John Deere Dozer; and

    3. That the total price includes the float delivery F.O.B. Corbeil.

    THAT Council of the Municipality of East Ferris accepts the recommendation from the Municipal Engineer contained in Report No. R-2019-08 as follows:

    1. That Council endorse the Final Acceptance Certificate for Treadlightly Subdivision - Phase 2 Plan of Subdivision (Plan M-522); and the full release to the Owner of the letter of guarantee security deposit;

    2. That Council pass a by-law assuming the entirety of Treadlightly Drive pursuant to s.31(4) of the Municipal Act;

    3. That upon the passing of such a By-law, the ownership of the entirety of Treadlightly Drive services within the existing Road Allowance as set out in Plan M-522 shall rest with the Municipality; furthermore that its regular and winter maintenance, garbage and recycling services shall become the responsibility of the Municipality.

    WHEREAS a presentation from Mr. Glenn Brophey and Mr. Mike Pettigrew was made at the Regular Council meeting held April 23rd, 2019 requesting Council direct staff to provide a report of One Mile Road pertaining to the work required to upgrade all of the road to standards and to deliver services for the existing One Mile Road property owners;

    BE IT HEREBY RESOLVED that Council refer Mr. Brophey's presentation and Mr. Mike Pettigrew's letter to the Public Works Committee meeting to be held May 21st, 2019;

    AND FURTHER that a report be prepared by the Director of Public Works for the next regular scheduled Council Meeting to be held May 28th, 2019 for recommendation.

Resolution to add to 2019 Capital Budget

    WHEREAS the Council for the Municipality of East Ferris passed the 2019 Capital Budget on April 23rd, 2019 in the amount of $7,790,513.00;

    AND WHEREAS funds for several approved road construction projects were not included in the total 2019 Capital Budget figure;

    BE IT HEREBY RESOLVED that the Groulx Road patch repairs project in the amount of $90,000, and the Lake Nosbonsing Road and Village Road patch repairs project in the amount of $245,000 be added to the 2019 Capital Budget program for a total 2019 Capital Budget of $8,125,513.00;

    AND FURTHER that Federal Gas Tax Funding be utilized to fund these additional road projects.
