Mayor Rochefort called the meeting to order and welcomed everyone in attendance, as well as the public watching the meeting from livestream.  

Mayor Rochefort requested to discuss "Fête de la levée du drapeau ontarien"/"Raising of the Franco-Ontario flag" under item 16 of the agenda

From the minutes of the Special meeting of Council of September 8th, 2020 regarding the new municipal logo, Mayor Rochefort advised that rack cards are being prepared to be circulated to the residents to introduce the new Municipal Logo and as well the new Municipal Website will be live by Friday afternoon.

Mayor Rochefort also advised that Council will be dealing with deferred resolution No. 2020-223 at the next scheduled Council Meeting of October 13th, 2020.

    WHEREAS no public input was received during the public meeting for Zoning By-law Amendment, File No. C-2020-02 (Renée Brouillette and André Bourgeois) at the Planning Advisory Committee Meeting held September 16th, 2020;

    AND WHEREAS the Planning Advisory Committee is of the opinion that the proposal is consistent with Provincial Policy Statement 2014 and is in conformity with the policies contained within the Official Plan for the Municipality; 

    BE IT HEREBY RESOLVED that the lands described as  East Ferris CON 10 PT Lot 26, RP 36R5484, PT 1, PCL 15257WP on what is locally known as 1398 Hwy 94 be approved for Zoning By-law Amendment to rezone the property from General Commercial Special - C1S (2020-46) to the Agricultural (A) zone in order to remove the permissions for the commercial business on the property.

    WHEREAS concerns were raised related to the corner at the intersection of Hillside Drive and Park Drive at the meetings of the Committee of Adjustments;

    AND WHEREAS the Committee of Adjustment heard through resident comments related to a Planning Act application that there were safety concerns related to this intersection;

    AND WHEREAS the concerns were not directly related to the aforementioned application, but the Committee deemed it worth further exploring;

    AND WHEREAS the Planning Advisory Committee recommended to Council that a review of the safety of the intersection of Hillside Drive and Park Drive be done;

    BE IT HEREBY RESOLVED that Council approves of the recommendation from Resolution No. 2020-22 of the Planning Advisory Committee meeting held September 16th, 2020;

    AND FURTHER that this resolution be referred to the Public Works Committee for review.

    WHEREAS the Economic Development Committee recommended to Council to amend the Communications Policy to include clearer direction on how communication should take place between potential investors, municipal staff, representatives of the Economic Development Committee and members of Council;

    BE IT HEREBY RESOLVED THAT Council approves of this recommendation and that this resolution be referred to the Communications Committee for review.

    THAT Council of the Municipality of East Ferris accepts the recommendation from the Manager of Planning and Economic Development contained in Report No. PLAN-2020-07 and declare the road allowance surplus in accordance with the request made by Tammy Madeiros to allow for an application to be made to purchase the lands.

    NOTICE OF MOTION BY MAYOR ROCHEFORT

    WHEREAS, we the Nipissing communities of the Nipissing-Temiskaming riding, Antoine First Nations, Mattawa/North Bay Nipissing First Nation, Bonfield (Bonfield/Rutherglen), Callander, Calvin, Chisholm, East Ferris (Astorville/ Corbeil), Mattawa, Mattawan, Nipissing, North Bay, Papineau-Cameron, Powassan (Powassan/South Himsworth/Trout Creek) and Redbridge, seek fast, reliable and affordable internet and e-connectivity for our citizens, our businesses, our non-profit organizations and our visitors;

    AND WHEREAS, we form part of Blue Sky Net where internet speed in our communities has been confirmed as substantially lacking as reported in the recently published report entitled “The Speed of Northern Ontario Broadband” ;  

    AND WHEREAS, our companies find it difficult to operate in a business environment that is becoming increasingly digitalized;

    AND WHEREAS, our citizens are frustrated as the school season resumes and their children require internet for their education program;

    AND WHEREAS, we are concerned that applications for the Improving Connectivity for Ontario (ICON) was severely over-subscribed;

    AND WHEREAS, we are equally concerned there has yet to be Federal Government funding announced in support of the ICON fund;  

    AND WHEREAS, we are more so concerned that our voice will be lost in the sea of funding demands for improved internet and e-connectivity currently being made by communities across our region, our province and our country;

    THEREFORE BE IT HEREBY RESOLVED that the Municipality of East Ferris encourages the citizens of our area to raise their voice in support of their municipalities and Blue Sky Economic Growth Corporation (Blue Sky Net)  as they look to  secure funding for internet for our Nipissing communities;

    AND FURTHER that we encourage our MP Anthony Rota and our MPP Victor Fedeli to examine the opportunity to re-instate the role played by our northern economic development agencies (FedNor and NOHFC) in the delivery of internet funding in Northern Ontario as they are best positioned to understand the needs of our region;

    AND FURTHER MORE that we encourage our Federal Government to release  funding for a National Broadband Initiative that encompasses the critical needs of communities and citizens that fall under the Blue Sky Net (Nipissing) umbrella; and that communities in the Blue Sky Net (Nipissing) area are committed to supporting the anticipated deployment and adoption of this infrastructure in our communities.

    AND THAT said By-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    THAT Council of the Municipality of East Ferris supports resolution No. 2020-270 from the Municipality of Calvin and calls on the Federal Government to match or exceed the funding announced by the Provincial government for rural broadband and cellular connectivity and further investing in the economic, education, social and health development of those who live in rural areas of Canada, by improving connection speed.

    WHEREAS the Municipality of East Ferris has recorded an increased number of complaints related to the lack of adherence to established speeds on many of the community’s roads;

    AND WHEREAS the Municipality is concerned for the safety and well-being of East Ferris residents and their guests, and in particular those walking or biking along municipal roads;

    AND WHEREAS the Municipality of East Ferris has established a Police Services Board to determine objectives and priorities for police services in East Ferris, in consultation with the OPP Detachment Commander;

    BE IT HEREBY that the Municipality request the East Ferris Police Services Board to ensure the community receives the appropriate policing it needs as it pertains to enforcing the speed limits established by the Municipality for on its roads and that copy of this resolution be forwarded to the OPP Detachment Commander;

    AND FURTHER that East Ferris Police Services Board include as part of the Community Safety and Well Being Plan that is under development, a focus on road safety and on speed limit enforcement.

    WHEREAS the Corporation of the Municipality of East Ferris’ 2019-2022 Strategic Plan identified the need to update the municipality’s Asset Management Plan;

    AND WHEREAS the staff of the Municipality of East Ferris have been researching available funding programs that could assist us in financing this initiative;

    AND WHEREAS the Federation of Canadian Municipalities (FCM) are accepting applications for their Municipal Asset Management Program (MAMP) which is a five-year, $50-million program funded by Infrastructure Canada to support Canadian municipalities and communities in making informed infrastructure investment decisions based on improved asset management practice;

    AND WHEREAS the MAMP offers grant funding, to a maximum contribution of $50,000 and not being more than 80% of the eligible project costs, to support capacity building activities and increase skills within municipalities and local governments to sustainably maintain their asset management programs now and in the future;

    AND WHEREAS the Municipality of East Ferris would like to pursue the funding of an objective roads assessment by StreetScan who provide an automated Road and Sidewalk Assessment Service where data collection is completed with a vehicle that records an optical 3D camera view of the roadway surface (assessing distresses such as bumps and cracks and their extent and severity), while a 360 degree camera captures assets (e.g. traffic signs, curbs, pavement markings), generating a Pavement Condition Index (PCI) which, in combination with other variables (road classification, deterioration curves, local repair costs) and a customized road repair prioritization;

    AND WHEREAS the estimated cost to conduct the road assessment for our roadways is approximately $62,500 resulting in a net cost to the Municipality, after funding assistance of 80% from FCM ($50,000), of $12,500; 

    BE IT HEREBY RESOLVED that Council directs staff to apply for a grant opportunity from the Federation of Canadian Municipalities’ Municipal Asset Management Program to advance our roads asset management program which includes the following:

    • Vehicle based automated data collection for roads and cart based collection for sidewalks
    • Road assessment data processing
    • Pavement Management
    • Software utilizing a GIS based software analytics platform
    • Road need study
    • Culvert assessment
    • Sign assessment

    AND FURTHER that the Municipality of East Ferris contributes up to $12,500 towards the costs of this initiative.

    THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated September 22nd, 2020 in the amount of $ 324,904.92.

Mayor Rochefort brought to Council's attention that September 25th is Franco-Ontarian Day.  Mayor Rochefort requested to have the Franco-Ontario flag raised for this day.  It was advised that the Municipality does not have a secondary flag pole at the Municipal Office.  Staff/Council will have a solution to have the flag raised for this day.
