Mayor Rochefort called the meeting to order at 5:03 p.m.

    THAT the Minutes of the Regular Council Meeting of June 25th, 2024 be adopted as circulated.

With regards to the delegation from Bell Canada at the last meeting, Deputy Mayor Rooyakkers expressed concerns that the areas not covered by Bell were not getting the promised bandwidth. CAO Trottier advised the he had met with representatives from Netspectrum today and was told they are planning infrastructure developments in the area. 

With regards to the letter of support from Council to the North Bay and District Chamber of Commerce application to the Rural Community Immigration Pilot initiative, Deputy Mayor Rooyakkers asked if Council could invite a representative from the Chamber to make a delegation to Council regarding the program. Clerk Hanselman advised that she had invited Donna Backer, President and CEO, to make a delegation should their application be successful. 

Councillor Champagne advised of the funding announcement last week for the upgrades to the library as well as the active transportation trail. Councillor Champagne thanked all the volunteers for what they do for the community. 

Amy Van Wyngaarden, Account Manager from the Municipal Property Assessment Corporation gave a delegation to Council regarding property assessment and tax systems. 

Lori Betik and Lyne Way-White from Club Action 50+ gave a delegation to Council regarding upgrading the lift at the East Ferris Community Centre. 

Councillor Champagne advised that Groulx Road construction is underway. The line painting on MacPherson Drive/Centennial Crescent is complete.

    THAT Council for the Municipality of East Ferris supports the letter received from the Township of Otanabee-South Monaghan regarding calling upon all levels of government to enact regulations for the importation, sale, storage, and use of non-OEM or ULC certified lithium-ion batteries; 

    AND THAT this resolution be sent to MP Anthony Rota and all Ontario municipalities.

    THAT Council for the Municipality of East Ferris accepts the request from Doug and Dianne Armatage to donate a bench to Macpherson Park and refer to the Parks, Recreation and Culture Committee for finalization of the model and installation.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session;

    BE IT HEREBY RESOLVED THAT a By-law to confirm the proceedings of Council from June 25th, 2024 to July 9th, 2024, BE READ a first, second and third time, passed and numbered 2024-30;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.
