Mayor Rochefort called the meeting to order at 6:00 p.m.

    THAT the minutes of the Special Meeting and the Regular Meeting of Council held June 25th, 2019 be adopted as circulated.

Mayor Rochefort mentioned the great turnout at the "Country Ribfest Campagne" that was held on June 30th, 2019, as well as the Municipal Festivities on Canada Day.  Both events were a great success.

Deputy Mayor Voyer send out thanks to the Parks and Recreation Staff for their assistance during the Ribfest.

Natasha Penn, Director of Client Services, Karen Jones Consulting Inc. made a presentation to Council on the 6th Annual East Ferris Tradeshow Event that was held May 25th, 2019.

    THAT Council of the Municipality of East Ferris accepts the recommendation from the Fire Chief contained in Report No. Fire Department-2019-03 and enter into an agency agreement with Fire Marque Inc., appointing them as our agent, for the purpose of filing claims on behalf of the Municipality and to recover, on our behalf, any insurance proceeds from the insurers of the affected parties which are recoverable in accordance with the terms of any policy agreement for the costs and expenses incurred by the Fire Department as a result of attending at the incident sites.

Council reviewed the Municipal Travel Policy as prepared for the Members of Council, Municipal Staff, Boards and Committees.    Council requested minor changes to the policy.  Changes to the policy will be made and will be brought forward to the meeting of August 13th, 2019 under action items for approval.

    THAT Council of the Municipality of East Ferris accepts the recommendation from the CAO contained in Report No. CAO-2019-01 and approve a tax reduction to the Seniors Villa of East Ferris Inc. as follows:

    Phase 1:  Exempt from 50% of all taxes levied from 2019 till the end of the 20-year agreement (2029); and

    Phase 2:  Exempt from all taxes levied for the first 10 years of the 20-year agreement (2017-2026) and exempt from 50% of all taxes levied for the 2nd 10-year period of the 20-year agreement (2027-2036).

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law  to authorize the execution of an agreement between the Corporation of the Municipality of East Ferris and Fire Marque Inc., BE READ a first, second and third time, passed and numbered 2019-32;

    And THAT said By-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law to enter  into an Agreement between the Township of Papineau-Cameron, the Municipality of Calvin, the Municipality of Mattawan and the Municipality of East Ferris for a Building Inspector Officer to enforce the Building Code Act, BE READ a first, second and third time, passed and numbered 2019-33;

    And THAT said By-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law to appoint Shane Conrad as Municipal Building Inspector for the Corporation of the Municipality of East Ferris, BE READ a first, second and third time, passed and numbered 2019-34;

    And THAT said By-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS Council acknowledges letter dated June 19th, 2019 from the Nipissing and Area Food Roundtable;

    AND WHEREAS the Nipissing and Area Food Roundtable commended East Ferris for recognizing its responsibility to do everything in its power to minimize the impact of climate change on future generations;

    AND WHEREAS Nipissing and Area Food Roundtable is interested in supporting East Ferris with this important work;

    BE IT HEREBY RESOLVED that Council of the Municipality of East Ferris will communicate with the Nipissing and Area Food Roundtable should it be determined that their assistance is required as we consider municipal climate change initiatives;  

    AND FURTHER that Councillor Lougheed be designated the municipal liaison with the Nipissing and Area Food Roundtable.
