    THAT Council approve the draft letter prepared by Councillor Lougheed to the Ontario Trillium Foundation and that the letter be forwarded on behalf of the Municipality.

NOTICE OF MOTION PRESENTED BY COUNCILLOR KELLY

    WHEREAS the Municipal Act, 2001, S.O. 2001, c. 25 Section 224 outlines the role of Council, Section 225 the role of Head of Council, and Section 227 the role of municipal staff;

    AND WHEREAS Section 227 of the Municipal Act, 2001, S.O. 2001, c. 25 states that “It is the role of the officers and employees of the municipality to implement council’s decisions and establish administrative practices and procedures to carry out council’s decisions; to undertake research and provide advice to council on the policies and programs of the municipality; and to carry out other duties required under this or any Act and other duties assigned by the municipality;”

    AND WHEREAS Section 23.1 to 23.5 of the Municipal Act, 2001, S.O. 2001, c. 25 outlines the powers and duties that Council as a whole can delegate to certain persons or bodies;

    AND WHEREAS the Corporation of the Municipality of East Ferris has a policy that governs the recruitment and selection of individuals for employment which requires prior approval of the Chief Administrative Officer;

    AND WHEREAS the Corporation of the Municipality of East Ferris Procurement By-Law governs the procurement of goods, services or construction by staff and states that no member of Council shall independently approve the procurement of any goods, services or construction;

    BE IT HEREBY RESOLVED that Council for the Municipality of East Ferris ensure that individual members of Council are following the said legislation and municipal policies by not independently enlisting the services of individuals to perform work for or represent the municipality without the majority vote of Council.

    THAT Council of the Municipality of East Ferris supports the letter from the Municipality of Callander sent to Hon. Caroline Mulroney, Minister of Transportation to request the assurance that they will pave the shoulder of Highway 94 in the same fashion as Hwy 654 from Wasi Corners to the Lansdowne intersection to allow for the safe usage for both bikes and pedestrians traffic.

    THAT the Council of the Municipality of East Ferris supports the letter from the Town of Midland to The Right Honourable Justin Trudeau, Prime Minister of Canada to direct payment of federal funds to municipalities to waive property taxes for the Year 2020 - to financially help to alleviate the suffering from COVID-19 Pandemic.

    That Council for the Municipality of East Ferris supports resolution from the Township of Armour regarding high speed internet connectivity in rural Ontario.

    THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated May 26th, 2020 in the amount of $145,827.71.

    WHEREAS the Corporation of the Municipality of East Ferris is in the process of designing and planning for the construction of a new municipal office and firehall;

    AND WHEREAS the staff of the Corporation of the Municipality of East Ferris have been researching available funding programs that could assist us in financing this project;

    AND WHEREAS the Federation of Canadian Municipalities (FCM) are accepting applications through their Green Municipal Fund Pilot Project: New Construction of Energy-Efficient Municipal Facilities funding stream for plans, feasibility studies and pilot projects;

    AND WHEREAS this funding program funds projects that examine either the financial performance of environmentally proven initiatives, or the financial or environmental performance of a new initiative with an aim for a net zero energy performance and funds up to 50% of eligible costs to a maximum of $175,000;

    AND WHEREAS a feasibility study is a requirement to apply for funding through FCM’s Green Municipal Fund Capital Project: New Construction of Energy-Efficient Facilities which provides a low-interest loan of up to $5 million and a grant worth up to 15% of the loan to a maximum of 80% of eligible expenditures;

    BE IT HEREBY RESOLVED that Council for the Municipality of East Ferris authorize staff to submit an application to FCM’s Green Municipal Fund for a feasibility study with an upset limit cost to the municipality of $10,000.
