    WHEREAS the Parks, Recreation and Culture Committee recommended to Council to amend the Fees and Charges By-law No. 2019-22 to maintain Soccer Registration Fees for 2020 at the rate of $75.00 per child, and $70.00 for each additional child in the same family;

    BE IT HEREBY RESOLVED that Council approves of this recommendation and that By-law No. 2019-22 be amended to reflect the change for the year 2020.

    THAT Council of the Municipality of East Ferris accepts the recommendation from the Planning Intern and the Manager of Planning and Economic Development in Report No. PLAN-2020-01 and declare the road allowance surplus in accordance with the request made by Yvonne Vlietstra to allow for an application to be made to purchase lands.

    WHEREAS it has been a year since the Council of the Municipality of East Ferris has been undertaking their Council meetings through e-Scribe software where their agenda and agenda packages are filtered through their tablets electronically;

    AND WHEREAS after a year of implementation of the software, Council continue to receive paper copies of agenda items that have not met the deadline of the Procedural By-law; 

    AND WHEREAS these documents circulated at the time of the meeting are nowhere to be stored electronically in Council’s tablet for ease of future access to documents and files from past meetings;

    AND WHEREAS by being completely paperless the Municipality of East Ferris will reduce our carbon footprint with the consumption of paper and printing materials;

    BE IT HEREBY RESOLVED that the Municipality of East Ferris, continue with the progress of electronic agendas and meetings and immediately proceed to paperless meetings;

    AND FURTHER if Council Members wish to have items circulated with the agenda, it is the responsibility of the Councillor to abide with Section 7.2, "Items for Inclusion on Agenda, under By-law No. 2019-03 as amended, a By-law to Govern the Proceedings of Council"  in order to foster effective communication and decision making in meetings with all documentation provided ahead of time.

    AMENDMENT TO MOTION NO. 2020-24 PRESENTED BY DEPUTY MAYOR VOYER

    AMENDMENT TO AMENDMENT OF MOTION NO. 2020-25 PRESENTED BY COUNCILLOR LOUGHEED

    THAT amendment motion No. 2020-25 for paperless meetings presented by Deputy Mayor Voyer be amended to add after the word "meetings" in 4th paragraph:  "and limit its use of paper as much as possible to urgent matters";

    THAT the Municipality of East Ferris supports the City of Woodstock’s resolution passed at their December 12th, 2019 meeting, in their effort to lobby the Provincial and Federal Governments to ban single-use plastic handled shopping bags across the Province of Ontario;

    AND THAT a copy of this resolution be circulated to the City of Woodstock and to the Minister of the Environment, Conservation and Parks.

    THAT the Municipality of East Ferris supports the resolution passed from the Town of Deep River to write to the Premiers of Ontario, Saskatchewan and New Brunswick to express support for their decision to work together on the development of small modular reactor technology as a safe, low-carbon energy option;

    AND FURTHER that a certified copy of this resolution be forwarded to the Town of Deep River.

    THAT the Municipality of East Ferris supports the Township of Perry's resolution passed at their December 18th, 2019 meeting, in their effort to lobby the Provincial and Federal Governments to ban single-use disposable wipes;

    AND THAT a copy of this resolution be circulated to the Right Honourable Prime Minister of Canada, the Honourable Premier of Ontario, the Minister of the Environment Conservation and Parks, the Minister of Municipal Affairs and Housing, the Association of Municipalities and our local MPP.

    WHEREAS Council Members will be attending the 2020 OGRA Conference being held in  Toronto from February 23rd to February 26th, 2020;

    BE IT HEREBY RESOLVED that the Regular Council Meeting scheduled for February 25th, 2020 be canceled in its entirety and that a Special Meeting of Council be scheduled in accordance with Section 240 of the Municipal Act, as amended at the call of the Chair if required.

    THAT Council for the Municipality of East Ferris approves the Memorandum of Understanding with the Ontario Federation of Snowmobile Clubs between the Municipality of East Ferris and the South Shore/Restoule Snowmobile Club for the prescribed snowmobile trail land use permission;

    AND THAT licensed trappers be permitted to use the snowmobile trails within the Municipality of East Ferris for trapping purposes without having to purchase a trail permit;

    AND FURTHER  that local residents of the Municipality be authorized to use the trails without  a trail permit for fishing purposes only.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to confirm the proceedings of Council from January 14th, 2020 to January 28th, 2020, BE READ  a first, second and third time, passed and numbered 2020-07;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.
