Mayor Rochefort called the meeting to order at 6:00 p.m.

    THAT the minutes of the Council Meeting held April 25th, 2023 be adopted as circulated.

Mayor Rochefort advised that a new microphone system was set up for the Council Chambers.  Mayor Rochefort also commented on today being Clean Up Day in the Municipality.  Councillor Trahan is the lead for this day.  Residents are encouraged to participate in Clean-Up Day and send to the Municipality their photos.  Free dump day is Saturday, May 13th, 2023 - One free load at the landfill site.

Donna Maitland, President of the Senior's Villas of East Ferris made a presentation to Council with a brief update of the Villas and to discuss partnership opportunities with the Municipality.

Fire and Emergency Services had a meeting on May 5th, 2023.  Minutes will be brought forward to Council at the May 23rd,2023 meeting.

    WHEREAS the Economic Development Committee brought forward to their agenda of April 26th, 2023 the matter of reviewing amendment proposed to By-law No. 2014-19, a By-law to Regulate Animals in the Municipality of East Ferris;

    AND WHEREAS By-law No. 2022-10 amending the "Definitions and Schedule "C" - Fowl" to By-law No. 2014-19 received 1st and 2nd reading for the proposed amendments on February 8th, 2022;

    AND WHEREAS the Economic Development Committee feels that these amendments to By-law No. 2014-19 are not required at this time;

    AND WHEREAS the Economic Development recommended to Council that By-law No. 2014-19 remain standing with no amendments;

    BE IT HEREBY RESOLVED that Council approves of this recommendation.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to enter into an agreement with Earth Day Canada, a registered charitable organization incorporated under the Federal Laws of Canada, BE READ a first, second and third time, passed and numbered 2023-19;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    THAT Council for the Municipality of East Ferris supports the resolution from the Township of Chisholm regarding options for consultation from the Communities that feed into Ecole élémentaire catholique St. Thomas d’Aquin due to increased enrollment;

    AND FURTHER THAT a copy of this resolution be sent to neighbouring municipalities who have students that could feed into école élémentaire catholique Saint Thomas d’Aquin and the Conseil Scolaire Catholique Franco-Nord.

    THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated May 9th, 2023 in the amount of $663,513.52.

    THAT Council for the Corporation of the Municipality of East Ferris approves the Memorandum of Settlement with United Food and Commercial Workers Local 175 dated May 3rd, 2023.

    WHEREAS the Council of the Corporation of the Municipality of East Ferris is the owner of Part of the Original Shoreline Road Allowance on Trout Lake defined as Part 5 Plan 36R-9253 (PIN 49183-0629), East Ferris, District of Nipissing;

    AND WHEREAS the Municipality was approached by Sandro Orlando on behalf of Adam Curran and 1851877 Ontario Inc. to resolve what they considered to be an issue with ownership of Part 5 Plan 36R-9253 (PIN 49183-0629);

    AND WHEREAS the Original Shoreline Road Allowance defined as Part 5 Plan 36R-9253 (PIN 49183-0629), East Ferris, District of Nipissing; is surrounded by lands owned by 1851877 Ontario Inc., which are to be transferred to Adam Curran;

    AND WHEREAS the Municipality has no current or future needs for this parcel of land for any operational purposes;

    AND WHEREAS the parcel of land is landlocked and not valuable for any use by any person aside from an adjacent land owner;

    AND WHEREAS the Municipality deems it appropriate to sell the parcel of land at the standard rate of $0.75 / square foot as per the Municipality of East Ferris Fees and Charges By-law 2023-11;

    BE IT HEREBY RESOLVED that the sale of the said lands shall be done by way of by-law in accordance with the requirements of the Municipal Act.
