Council adopted the agenda as prepared, but changed the order to accommodate the individuals making presentation.  The order of the agenda was as follows:

1.  Library Board

2.  Short Term Rental Bay-law No. 2022-23

3.  Municipal Insurance re Public Works garage

4.  Economic Development - Karen Jones Consulting presentation

    THAT the draft agenda presented to Council for the Special Meeting and dated the 12th of May, 2022 be hereby adopted as circulated.

CEO, Jennifer Laporte and Board Member Christine Joly of the East Ferris Public Library joined in the meeting of Council to present their 2022 Library Operating Budget.  Prior to proceeding to the Budget, Christine Joly read a message prepared by the Board to the Municipal Council.

The Library Budget will be brought forward to the 2022 Municipal Operating Budget meeting next week.

Deputy Mayor Trahan excused himself from the meeting at 11:10 a.m.

Karen Jones and Natasha Penn from Karen Jones Consulting Co.  presented to Council the Draft 5 year Economic Development Strategy.  Natasha advised that she will circulate the document to Council for comments and will be brought back to Council at it`s Regular Meeting of May 24th, 2022 for approval.

Council reviewed the changes made to the Short Term By-law and approved the By-law with the modification of the Short Term Rental fees on Schedule A and Section 4 - License and Term of By-law No. 2022-23.

    THAT By-law No. 2022-23 being a By-law for to license and regulate the use of Short Term Rentals in the Municipality of East Ferris be read a third time and passed this 12th, day of May, 2022 with modifications as discussed at the Special Meeting of Council held May 12th, 2022;

    AND THAT said By-Law be signed by the Mayor and Clerk, and sealed with the Seal of the Corporation.

Councillor Kelly excused himself from the meeting at 10:30 a.m. and returned to the meeting at 10:45 a.m.

    WHEREAS on March 5th, 2022, the East Ferris Public Works garage was destroyed by fire;

    AND WHEREAS all three tandem plow trucks have been deemed a total loss and are in need of replacement;

    AND WHEREAS proceeds from insurance amounts to approximately $818,000;

    AND WHEREAS staff have been notified that the lead time for the delivery of new equipment is 2023;

    BE IT HEREBY RESOLVED that Council for the Corporation of the Municipality of East Ferris authorize staff to purchase three (3) new, or fairly new, tandem plow trucks for a total upset cost of $1,000,000;

    AND FURTHER that staff be authorized to purchase two (2) used tandem plow trucks for a total upset cost of $150,000 in order to be ready for the upcoming winter season with the intention that these units be sold upon the delivery of the new tandem plow trucks;

    AND FURTHER that Council exempt these purchases from the Municipality of East Ferris’ Procurement By-Law due to the urgent need for replacement.

    WHEREAS on March 5th, 2022, the East Ferris Public Works garage was destroyed by fire;

    AND WHEREAS the Municipality’s backhoe and loader sustained significant damage and we await a decision from our insurers as to whether the units will be replaced or repaired;

    AND WHEREAS there is an immediate need to move ahead with securing equipment for the upcoming construction season;

    BE IT HEREBY RESOLVED that Council for the Corporation of the Municipality of East Ferris authorize staff to purchase a new loader and a new backhoe for a total upset cost of $461,000;

    AND FURTHER that Council exempt these purchases from the Municipality of East Ferris’ Procurement By-Law due to the urgent need for replacement.

    WHEREAS on March 5th, 2022, the East Ferris Public Works garage was destroyed by fire, has been deemed a total loss by our insurers, and is in need of immediate replacement;

    AND WHEREAS our adjusters, Adjusters SSA Ltd., held a bidding process to determine replacement value for a new building;

    AND WHEREAS replacement value has been determined at an approximate cost of $1.2 million with the lowest estimate provided by Kenalex Construction Company Limited;

    AND WHEREAS staff are recommending that the Municipality builds a larger facility to meet the current and future needs and better position the Municipality for future growth;

    BE IT HEREBY RESOLVED that Council for the Corporation of the Municipality of East Ferris authorize staff to engage Kenalex to provide a design for a new building and new estimates;

    AND FURTHER that staff be authorized to direct Kenalex to proceed with securing the steel package for the new facility;

    AND FURTHER that Council exempt these purchases from the Municipality of East Ferris’ Procurement By-Law due to the urgent need for replacement.
