Mayor Rochefort called the meeting to order at 6:00 p.m.

    THAT the draft agenda presented to Council and dated the 27th day of September, 2022 be amended by adding the following:

September 30th, 2022 is National Day for Truth and Reconciliation.  Mayor Rochefort advised that the Municipality of East Ferris will be raising the flag on Thursday, September 29th, 2022.

Mayor Rochefort mentioned that the newsletter from the Trout Lake Conservation Authority Association was circulated and it was good reading material.

Last evening there was an information session held at the East Ferris Community Centre in regard to Child Care.  Mayor Rochefort advised that at the next Council Meeting there will be a resolution brought forward.

    WHEREAS the Public Works and Infrastructure Committee recommended to Council that staff be directed to initiate public consultation with regards to reducing the speed limit on the following roads:

    Guillemette Road – from 50 km/h to 40 km/h
    Lavigne Road – from 60 km/h to 50 km/h
    MacPherson Drive – from 60 km/h to 50 km/h
    Nosbonsing Park Road – from 60 km/h to 50 km/h
    South Shore Road between Marina Road and the turnout at Lot 9 – from 60 km/h to 50 km/h
    Quae Quae Road – from 70 km/h to 60 km/h
    Waukegan Road – from 60 km/h to 50 km/h - (option 40 km/h);

    BE IT HEREBY RESOLVED that Council approves of this recommendation.

Notice of Motion prepared by Mayor Rochefort  - Expansion of Natural Gas to East Ferris

    WHEREAS, Phases 1 and 2 of the Ontario Natural Gas Expansion Program have allocated over $360 million to expand access to natural gas for families and businesses in 59 communities across the province;

    AND WHEREAS the Municipality of East Ferris was not successful in Phase 1 and 2 of the Natural Gas Expansion Program and therefore its 2019-2022 Strategic Plan includes ongoing efforts to obtain natural gas;

    AND WHEREAS due to overwhelming demand from communities, businesses and municipalities, Ontario's 2022 Provincial Budget committed to moving forward with Phase 3 of the Natural Gas Expansion Program.  Ontario will begin consulting this fall on how best to deliver Phase 3 of the program and the Municipality of East Ferris has expressed to the Ministry of Energy interest in being part of the consultation and also applying to Phase 3;

    AND WHEREAS with new investments in electric vehicles and clean energy, the thirst for electricity is leading to reports by Ontario’s Independent Electricity System Operator (IESO) that the current bulk power transmission system will not be sufficient to safely meet the energy transfer requirements of projected demand growth from 2029 onwards. That is why Ontario is investing in energy innovations, including renewable natural gas, and pilot projects such as dual heating systems combining ground source heat pumps and natural gas. There is also increased focus on energy conservation;

    AND WHEREAS the Municipality of East Ferris seeks to engage in a broader review of future energy opportunities in the community;

    BE IT HEREBY RESOLVED that Council for the Corporation of the Municipality of East Ferris directs staff to engage with Enbridge Inc. in a cost-benefit analysis related to connecting East Ferris to existing natural gas pipelines via the following route options or a combination of:

    • Centennial Crescent
    • Highway 94
    • Derland Road
    • Lake Nosbonsing Road

    FURTHER THAT the analysis focus on cost per customer, number of customers, displacement of higher carbon fuels, economic growth opportunities, and opportunities to apply natural gas-related innovations to East Ferris;

    AND FURTHER THAT a certified copy of this resolution be forwarded to Nipissing MPP Vic Fedeli, Minister of Energy Todd Smith, and Enbridge Inc. representatives Chris Minor, Ahmed Al-Amry, Liane Seguin, and Kristen Oliver.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to appoint Steph Amyotte as Fire Chief and authorize the signing of an Employment Agreement between the Municipality of East Ferris and Steph Amyotte, BE READ a first, second and third time, passed and numbered 2022-45;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to close and convey a part of the original shoreline road allowance in front of PT Hemlock Island Trout Lake Plan M475 BLK A Pcl 12836 W/F, East Ferris; District of Nipissing, described as Part 1, Plan 36R14930, East Ferris, District of Nipissing, BE READ a first, second and third time, passed and numbered 2022-47;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    THAT Council for the Municipality of East Ferris supports the letter from FONOM sent to the Federal Electoral Districts Redistribution – Ontario Commission asking that the Commission retain the current ten Electoral Districts as they are today, plus the planned Indigenous Representation.

    THAT the Municipality of East Ferris approves the submission of an application to the Enabling Accessibility Fund for the maximum level of funding available for accessibility improvements to the East Ferris Community Centre for an EarlyON program.

    AND THAT the Municipality of East Ferris also directs staff to continue discussions with the DNSSAB regarding the necessary operating and capital funds and lease terms required for the provider, Community Living North Bay to operate an EarlyON Child and Family program at the East Ferris Community Centre.
