Mayor Rochefort called the meeting to order at 6:00 p.m.

    THAT the draft agenda presented to Council and dated the 10th day of October, 2023 be adopted as amended by adding under Item 17. In-Camera: Section 239(2)(k) of the Municipal Act matters pertaining to the Corbeil Park Hall kitchen renovations.

    WHEREAS the Public Works and Infrastructure Committee reviewed the Final Road Needs Study Report at their September 26th, 2023 Committee meeting;

    AND WHEREAS the Committee recommends to Council that the Final Road Needs Study Report be accepted; 

    BE IT HEREBY RESOLVED that Council approves of this recommendation.

    WHEREAS the Public Works and Infrastructure Committee reviewed the results of the speed reduction survey for Derland Road and Eglington Road North at their September 26th, 2023 Committee meeting;

    AND WHEREAS the Committee recommends to Council that the speed limit on Derland Road be reduced to 50 km/h from 60 km/h and Eglington Road North be reduced to 40 km/h from 50 km/h; 

    BE IT HEREBY RESOLVED that Council approves of this recommendation;

    AND FURTHER THAT a respective speed limit By-law be adopted.

    WHEREAS the Public Works and Infrastructure Committee discussed introducing Goods Exchange Day at their Committee meeting on September 26th, 2023; 

    AND WHEREAS Goods Exchange Day would take place on the first Saturday of May each year, commencing May 4th, 2024;  

    BE IT HEREBY RESOLVED that Council approves of this recommendation.

    WHEREAS the Council for the Municipality of East Ferris recognized the urgent need for physicians in Northern Ontario as it is experiencing a shortage of trained physicians and specialist physicians; 

    AND WHEREAS life expectancy of Northern residents is more than two years lower than the Ontario average, and mental health and addictions are at a four-times higher rate; 

    AND WHEREAS one in eight Northern residents does not have access to a family doctor, and many must travel long distances to access healthcare services representing the failure of healthcare in Northern Ontario; 

    AND WHEREAS communities in Northern Ontario require access to equitable health care, especially underserved rural, Indigenous, and Francophone communities; 

    AND WHEREAS in April of 2022, the Government announced an unprecedented medical expansion for NOSM University’s medical programs; 

    AND WHEREAS the current base funding rates for the Northern School of Medicine University (NOSM) have not been increased sufficiently to accommodate growth and expansion; 

    THEREFORE, BE IT RESOLVED THAT Council for the Municipality of East Ferris strongly requests the Provincial Government grant NOSM University’s request for a permanent increase in annual base funding by $4.0 million before the end of this fiscal year so it can continue to deliver on the mandate that the Conservative Government initially established in response to the needs of Northern municipalities; 

    FURTHER BE IT RESOLVED THAT a copy of this motion be forwarded to Premier Doug Ford, Minister of Health and Deputy Premier Sylvia Jones, Minister of Colleges and Universities Jill Dunlop, MPPs Greg Rickford, Vic Fedeli, George Pirie, Ross Romano, Kevin Holland, Association of Municipalities of Ontario, Northern Ontario School of Medicine University, Federation of Northern Ontario Municipalities, Northern Ontario Academic Medicine Association and the leaders of the opposition parties of Ontario.

    THAT Council for the Municipality of East Ferris approves the Memorandum of Understanding with the Ontario Federation of Snowmobile Clubs between the Municipality of East Ferris and the South Shore Restoule Snowmobile Club for the prescribed snowmobile trail land use permission.

    THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated October 10th, 2023 in the amount of $975,561.58.

    • a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board relating to the Lavigne Road Quarry and Corbeil Park Hall kitchen renovations 

    • information explicitly supplied in confidence to the municipality or local board by Canada, a province or territory or a Crown agency of any of them relating to Cassellholme.

    BE IT HEREBY RESOLVED THAT a By-law to confirm the proceedings of Council from September 26th, 2023 to October 10th, 2023, BE READ a first, second and third time, passed and numbered 2023-44;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.
