Mayor Rochefort called the meeting to order at 5:00 p.m.

    THAT the Minutes of the Regular Council Meeting of November 26th, 2024 be adopted as circulated.

Mayor Rochefort advised that the Municipality of Callander will bring forward the resolution to request that the MTO reclassify HWY 94 from a secondary cycling route to a primary route.

Mayor Rochefort noted that Council made a donation to the East Ferris Santa Fund in the amount of $1000 on behalf of the citizens of East Ferris. Mayor Rochefort also advised that the East Ferris Volunteer Firefighter's Association made a $500 donation. The Mayor urged residents to donate, if able. Councillor Champagne advised that there are a variety of locations available to pick up Santa Fund Applications, including the Municipal Office. 

Mayor Rochefort advised that the final meeting of Council for 2024 will occur as a Special Meeting on December 17th. The purpose of this meeting is to review the Strategic Plan and Strategic Plan Progress Report as well as review the performance of Council and the CAO. 

Erin Plourde and Ursula Tkacz gave a delegation to Council regarding a proposal for a family playground on Municipal property (Astor Street South).

    THAT Council for the Corporation of the Municipality of East Ferris accepts the recommendation from the CAO contained in Report No. CAO-2024-01 and approves the amended Municipal Travel Expense Policy attached as Appendix "A" to Report No. CAO-2024-01.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; 

    BE IT HEREBY RESOLVED THAT a By-law to authorize an agreement between the Corporation of the Municipality of East Ferris and His Majesty the King in Right of Ontario as represented by the Solicitor General on behalf of the Ontario Provincial Police for the provision of Primary Public Safety Answering Point Services., BE READ a first, second and third time, passed and numbered 2024-45;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS Council for the Corporation of the Municipality of East Ferris received a resolution from the Township of Nairn and Hyman, and the Township of Baldwin who formally oppose the transportation and deposition of naturally occurring radioactive materials from the former Beaucage Mine and Waste Site, Nipissing First Nations lands, and adjacent lands operated by the Ministry of Transportation to the Agnew Lake Tailings Management Area;

    BE IT HEREBY RESOLVED THAT Council for the Municipality of East Ferris supports the Township of Nairn and Hyman, and the Township of Baldwin’s resolution in that they should have been consulted on this matter prior to the movement of materials;

    AND FURTHER THAT Council for the Municipality of East Ferris respectfully requests that the Province of Ontario, the Ministry of Mines, the Ministry of Transportation, the Canadian Nuclear Safety Commission provide answers to the Township of Nairn and Hyman, and the Township of Baldwin’s questions and that those municipalities receive notification of all forward movements of this project;

    AND FURTHER THAT a copy of this resolution be forwarded to the Honourable Doug Ford, Premier of Ontario; the Honourable George Pirie, the Minister of Mines; the Honourable Prabmeet Sarkaria, the Minister of Transportation; the Honourable Andrea Khanjin, the Minister of the Environment, Conservation and Parks; Chief Toulouse and Sagamok Anishnawbek Council Members; Chief Nootchtai and Atikameksheng Anishnawbek Council Members; Chief Rodney Nahwegahbow and the Whitefish River First Nation Council Members; Chief Patsy Corbiere and the Aundeck Omni Kaning First Nation Council Members; the United Chiefs and Council of Mnidoo Mnising; Ontario Ombudsman; the Canadian Nuclear Safety Commission; the Canadian Environmental Law Association; MP Anthony Rota; MPP Vic Fedeli, and the Association of Ontario Municipalities, all Ontario municipalities, and the Ministry of the Environment, Conservation and Parks for their consultation.

    WHEREAS the 2025 FONOM Conference is taking place in North Bay May 5th -7th, 2025; 

    BE IT HEREBY RESOLVED that all members of Council be approved to attend the 2025 FONOM Conference; 

    AND FURTHER that staff be directed to register members accordingly.

    WHEREAS on December 14th, 2021 Council for the Municipality of East Ferris passed By-law No. 2021-58 which established Promenade Oakridge Drive as a public highway;

    AND WHEREAS the Ministry of Transportation requires a formal request from the Municipality of East Ferris in order to install streets signs on Highway 94;

    BE IT HEREBY RESOLVED that Council for the Municipality of East Ferris requests the Ministry of Transportation install street signs displaying the road name Promenade Oakridge Drive on Highway 94.

    THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated December 10th, 2024 in the amount of $519,067.16.

Councillor Kelly advised that Wabigoon Lake Ojibway Nation-Ignace has been selected for the nuclear waste repository.
