Mayor Rochefort called the meeting to order at 6:00 p.m.

Mayor Rochefort advised that Councillor Kelly and herself attended the Virtual ROMA 2022 Conference.  The Municipality had two scheduled delegations.  One delegation with the Minister of Northern Development, Mines, Natural Resources and Forestry regarding the Medical Building and the second was with Ministry of Infrastructure.

    WHEREAS no public input was received at the public meeting of the Planning Advisory Committee held January 19th, 2022;

    AND WHEREAS a request has been received by Donna Couch to close and purchase the original shoreline road allowance abutting 52 Mullins Lane;

    AND WHEREAS By-law No. 2015-35 provides policies and procedures for the disposition of Shoreline Road Allowances in the Municipality of East Ferris;

    AND WHEREAS the request would comply with the policies set out in By-law No. 2015-35;

    BE IT HEREBY RESOLVED that Council approves of the recommendation from the Planning Advisory Committee Meeting held January 19th, 2022, under Resolution No. 2022-04 and approve the request made by Donna Couch to close and purchase the original shoreline road allowance abutting 52 Mullins Lane and proceed in accordance with applicable regulations, policies and procedures set out in By-law No. 2015-35.

    THAT Council for the Municipality of East Ferris accepts the recommendation from the Fire Chief/CEMC contained in Report No. FD-2022-02 and approve the entering into an Automatic Aid Agreement with the Township of Chisholm Fire Department to share personnel and tanker support resources to cover areas of shared boundaries between both municipalities.

    THAT Council for the Municipality of East Ferris accepts the recommendation from the Fire Chief/CEMC contained in Report No. FD-2022-03 and approve to enter into an Extrication Aid Agreement with the Township of Chisholm for response by the East Ferris Fire Department with its heavy extrication equipment when needed.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to amend By-law No. 2020-25 as amended, a By-law to Constitute and Appoint a Committee of Adjustment BE READ  a first, second and third time, passed and numbered 2022-06;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS the East Ferris Centennial Celebration Committee was created under the Boards and Committees Policy January 22nd, 2019 as an Ad Hoc Committee of Council;

    AND WHEREAS in 2021 the East Ferris Centennial Celebration Committee accomplished its 100th year centennial celebration with great success;

    BE IT HEREBY RESOLVED that a letter be sent to all the members of the committee thanking them for their devoted commitment to this community in order to accomplish the Municipality's 100th year celebration;

    AND FURTHER THAT Council for the Municipality of East Ferris dissolve the East Ferris Centennial Celebration Committee in its entirety and remove the committee from the Council Agenda Template.

    WHEREAS the Corporation of the Municipality of East Ferris is one of nine (9) municipalities represented on the Board of Management of Nipissing East as set out in Schedule 4 of Ontario Regulation 79/10;

    AND WHEREAS the East Nipissing District Home for the Aged (“Cassellholme”) is under the direction of the Board of Management of Nipissing East;

    AND WHEREAS in keeping with Council’s support, the Mayor has participated in meetings with the Mayors of the other municipalities represented on the Board of Management for Nipissing East to discuss issues relating to their representation including but not necessarily limited to issues relating to Cassellholme (the “Cassellholme Member Meetings”);

    AND WHEREAS transitioning Cassellholme from a District Board of Management home to a City of North Bay Municipal home has emerged from these Cassellholme Member Meetings;

    AND WHEREAS the Mayor has reported to Council about the Cassellholme Member Meetings and in particular the opportunity to move forward and investigate the implications of transitioning to a City of North Bay Municipal home;

    NOW THEREFORE BE IT HEREBY RESOLVED that Council for the Corporation of the Municipality of East Ferris approves of the Mayor’s participation in Cassellholme Member Meetings and authorizes and directs the Mayor to continue such participation; 

    AND BE IT FURTHER RESOLVED that Council for the Corporation of the Municipality of East Ferris:

    1.  Supports the City of North Bay's initiative to investigate the implications of transitioning Cassellholme from a District Board of Management home to a City of North Bay Municipal home as soon as possible;

    2.  Directs the Mayor and Chief Administrative Officer to communicate on behalf of the Municipality with the Member Municipalities and Members of Provincial Government regarding the transitioning of Cassellholme from a District Board of Management Home to a Municipal Home for the purpose of gathering information and showing support of the transition;

    3.  Continues to support the redevelopment of Cassellholme, in parallel with the transitioning of the home to the City of North Bay; and

    4.  That this resolution be forwarded to all the member municipalities.
