Mayor Rochefort called the meeting to order at 6:00 p.m.

Mayor Rochefort welcomed all in attendance.  Mayor Rochefort advised the Municipality will be participating in an Internet Conference being held Wednesday and Thursday of this week.

In the near future Council will be meeting in order to have an opportunity to review the Strategic Plan Implementation.

Mayor Rochefort advised of the great media coverage the Municipality received for its Remembrance Day Ceremony which was held on November 8th, 2019.

CAO introduced Mr. Taran Lennard.  Taran has been hired under an Internship Program and he will be working with the Manager of Planning and Economic Development.

 

Ms. Monika Gray made a presentation to Council regarding the Sale of Lakeshore Road Allowance of 1286 Hemlock Island.

Mr. Paul Goodridge from Goodridge Goulet Planning & Surveying Ltd. made presentation to Council regarding the sale of Lakeshore Road Allowance of 1232 Hemlock Island.  Mr. Goodridge also is the agent for the applicant of 1232 Hemlock Island, Adam and Caroline Wood.

    WHEREAS at the Regular Meeting of Council held October 22nd, 2019, Council deferred File No. LSRA-2019-02, Adam and Caroline Wood and File No. LSRA 2019-03, Andrew and Monkia Gray through resolution No. 2019-288 for further clarification;

    AND WHEREAS Council called a Special Meeting on November 12th, 2019 to further discuss clarification on the sale of Lakeshore Road Allowances;

    AND WHEREAS public input was received and considered during the public meeting of the Planning Advisory Committee Meeting held October 16th, 2019 regarding File No. LSRA-2019-02, Adam and Caroline Wood; 

    AND WHEREAS the Planning Advisory Committee recommended to Council through their resolution No. 2019-03 of October 16th, 2019 that the request made by Adam and Caroline Wood to purchase a portion of the original Lakeshore Road Allowance in front of 1232 Hemlock Island be approved to proceed in accordance with applicable regulations, policies and procedures set out in By-law No. 2015-35;

    BE IT HEREBY RESOLVED that Council approves of this recommendation.

    THAT Council of the Municipality of East Ferris accepts the recommendation from the Fire Chief/CEMC contained in Report No. CEMC 2019-01 and approve of the following:  

    1. That the Council for the Municipality of East Ferris accepts the recommendation of the Community Emergency Management Co-ordinator to restructure the composition of the Municipal Emergency Management Program Committee (MEMPC) as per Option 3;
    2. That the Council for the Municipality of East Ferris accepts the recommendation of the Community Emergency Management Co-ordinator to restructure the composition of the Municipal Emergency Control Group (MECG) as per Option 3; 
    3. THAT the Emergency Information Officer (EIO) be the CAO of the Municipality;

    AND FURTHER that the Council for the Municipality of East Ferris hereby amend By-Law No. 2220 to reflect recommendations.

    THAT Council of the Municipality of East Ferris accepts the recommendation from the Manager of Planning and Economic Development contained in Report No. PLAN-2019-005 and that the Fees and Charges By-law be amended to include an option to have the applicant request that the Municipality obtain an appraisal to determine the land value for road allowances and shoreline road allowances that exceed 60 , (200 ft) in frontage.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law  to authorize the execution of an agreement between the Corporation of the Municipality of East Ferris and Her Majesty the Queen in Right of Ontario as represented by the Ministry of Solicitor General for the provision of police services, BE READ a first, second and third time, passed and numbered 2019-51;

    And THAT said By-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    THAT Council of the Municipality of East Ferris supports the resolution of the Town of the Blue Mountains to request the Ministry of Municipal Affairs and Housing to create a searchable database of all matters placed before all Integrity Commissioners within the province and the resolution of such matters.

    THAT Council for the Municipality of East Ferris supports Mayor Comiskey, Chair of Demand the Right Coalition of Municipalities to call upon the Provincial Government to pass legislation that grants municipalities the right to approve (or reject) landfill projects.
