Mayor Rochefort welcomed everybody in attendance.  Council made a presentation to Mr. Paul-Émile Perron.  On March 27th, 2019 Paul-Émile Perron was awarded the top Provincial award by the Ontario Federation of Anglers and Hunters for his volunteer work in conservation.  For more than 35 years Paul-Émile has dedicated his time to protecting and conserving our local wildlife and habitats in support of fishing and hunting.  He has been directly involved in countless conservation initiatives, but none as extensive as his work with the restoration of Depot Creek that was severely damaged following a major storm.  This is a critical cold-water stream that flows into Lake Nosbonsing and impacts the lake's water quality.  Congratulations Paul-Emile!

Mr. Michel Champagne, President of the East Ferris Seniors Villas made a presentation to Council advising how the Villas operate and requesting possible property tax concessions.  Mr. Champagne's request was referred to the Treasury Department for review and report.

Mr. Brophey made a presentation to Council regarding the history of One Mile Road.  Council thanked Mr. Brophey for his presentation and referred to the Public Works Department for further review and report.

Mr. Rick Miller from Miller and Urso made presentation to Council regarding the Draft Plan of Subdivision that was before Council this evening.  Mr. Miller advised of the process taken for the preparation of the Plan of Subdivision.  Council thanked Mr. Miller for his presentation.

    WHEREAS public input was received and considered at the public meeting of the Planning Advisory Committee Meeting held March 27th, 2019 regarding Files No. SB-2018-02, OPA-2018-02, C-2018-02, Applicant 185477 Ontario Inc.; 

    AND WHEREAS the owner(s) of the lands described as Part of Lots 11, 12, 13 and 14, Concession 15, Township of East Ferris, District of Nipissing in the area that is locally known as Macpherson Drive, Centennial Drive, and One Mile Road has applied for a draft plan of subdivision, official plan amendment and zoning by-law amendment for the purpose of creating a new residential development of 25 lots;

    AND WHEREAS the application has regard for the criteria of Section 51(24) of the Planning Act;

    AND WHEREAS the application is consistent with the Provincial Policy Statement 2014;

    AND WHEREAS the application is in conformity with the policies contained within the Official Plan for the Municipality;

    BE IT HEREBY RESOLVED that Council approves of the recommendation of the Planning Advisory Committee together with those conditions as set out in their resolution No. 2019-03 dated March 27th, 2019.

    WHEREAS no public input was received during the public meeting for Consent Application B-2019-04 (Corbeil Four Seasons Club on behalf of Dan Powers) at the Planning Advisory Committee meeting held April 17th, 2019;

    AND WHEREAS the Planning Advisory Committee is of the opinion that the proposal is consistent with Provincial Policy, the Municipality’s Official Plan, the Zoning By-law and represents good land use planning;

    BE IT HEREBY RESOLVED that the Council of the Municipality of East Ferris concurs with Resolution No. 2019-03 passed by the Planning Advisory Committee at their meeting held on April 17th, 2019 and approves Consent Application No. B-2019-04 for the property described as 42 Lavigne Road to sever a parcel of land for the purpose of a lot addition with the adjacent property at 1482 Corbeil Road; together with those conditions as set out in the Planning Advisory Committee Resolution dated April 17th, 2019.

    WHEREAS Section 284 of the Municipal Act, 2001, S.O., c.25, as amended, requires that the Treasurer of a Municipality shall in each year on or before March 31st  provide to the Council of the municipality an itemized statement on remuneration and expenses paid in the previous year;

    BE IT HEREBY RESOLVED that Council for the Municipality of East Ferris accepts the 2018 Statement of Remuneration and Expenses itemized for each Member of Council and Member of Local Boards and Committees, as submitted.

    THAT resolution No. 2019-80 passed at the Regular Meeting of Council held March 26th, 2019 appointing Mayor Rochefort and Councillor Kelly to be the liaison person(s) to the residents of the Municipality of East Ferris who resides in the area of the Algonquin Land Claim be amended by removing "Mayor Rochefort" and replacing with "Councillor Trahan".
