Mayor Rochefort called the meeting to order.

    THAT the draft agenda presented to Council and dated the 11th day of July, 2023 be amended by adding under agenda item #10(a) In-Camera Session under Section 239(2)(b) the request from Councillor Kelly to give an update on the quarry.

Mayor Rochefort is still in contact with the OPP regarding clarification on monitoring the street lights at the corner of Hwy 94 and Hwy 17.

Councillor Champagne declared conflict on in-camera item regarding Quarry on Lavigne Road

Deputy Mayor Rooyakkers declared conflict on report No. PLAN-2023-05

Mayor Rochefort thanked the public for coming out to the meeting.

Maxime Bazinet and Samantha Bottigoni, Nipissing Violence Against Women Coordinating Committee made a presentation to Council regarding Violence Against Women and requested support of resolution.

Mr. Prieur made a presentation to Council regarding Private Dock on Municipal Lands

Mr. and Mrs. Whittaker made a presentation to Council regarding Private Dock on Municipal Land

Mr. Raymond requested to make a presentation to Council.  The Municipal Procedural By-law allows for a 5 minute delegation with the approval of Council.  Council approved a 5 minute delegation.

Councillor Champagne reported on the Minutes of the Public Works Meeting

None for this session.  Councillor Trahan advised that the Fire Ban has been lifted since 4:00 p.m. this afternoon.

Council proceeded to in-camera session for matters pertaining to the following:

  • Matter of Private Docks on Municipal Land

    THAT Council direct staff to notify the Boutelier's to have dock removed at Big Moose Boat Launch by July 31st, 2023.

    That Council is in favour of selling the municipal property located between 16 Big Moose Road and 44 Big Moose Road to existing private dock owners (Whittaker, Prieur, Bessette) and direct staff to work with the land owners and that consideration be given to the Boutilier's to purchase property between the docks owned by Dave and Bonnie Whittaker and Rod and Wendy Prieur.

    THAT Council for the Municipality of East Ferris accepts the recommendation from the CAO/Treasurer contained in Report No. CAO-2023-04 and appoint Kari Hanselman by by-law to the position of Municipal Clerk effective July 14th, 2023; 

    AND THAT the Chief Administrative Officer be authorized to enter into an employment agreement with Ms. Hanselman.

    WHEREAS Section 6.3 of the Municipality of East Ferris Procedural By-Law No. 2020-17 states that:  “Council shall adjourn its meeting at the hour of 9:00 p.m., if in session at that hour, save and except with the unanimous consent of members present”;

    AND WHEREAS Council at this time wish to continue the business of the agenda of July 11th, 2023;

    THEREFORE BE IT HEREBY RESOLVED that Council agree to continue this Council meeting past the hour of 9:00 p.m.

    THAT Council for the Municipality of East Ferris accepts the recommendation from the Director of Community Services contained in Report No. PLAN-2023-06 and approve the use of up to $75,750.00 in parkland dedication funds to allow for the completion of the South Shore Boat Launch expansion project including the reconstruction of the existing in water boat launch ramp.

Deputy Mayor Rooyakkers declared conflict on this item. The land to be discussed is close to home property and may affect property value.  Deputy Mayor Rooyakkers vacated her seat and left the room.  Deputy Mayor Rooyakkers did not take part of any discussion on this matter nor vote.

    THAT Council for the Municipality of East Ferris accepts the recommendation from the Director of Community Services contained in Report No. PLAN-2023-05 and that the application from Tanya Dawber (owner of 62 Kyle Road) to purchase municipal surplus lands on Kyle Road (Part of Lot 9, Con 3, Plan 36R-6186, Parts 1 and 2, Parcel 15895) be approved and disposed of in accordance with the policies of By-law 2218.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to authorize the borrowing upon amortizing debentures in the principal amount of $1,420,000.00 towards the cost of the construction of a new Public Works Garage, BE READ a first, second and third time, passed and numbered 2023-28;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.
