Call to Order
 

Mayor Rochefort called the meeting to order and welcomed everyone in attendance, as well as the public watching the meeting from livestream.

Adoption of Agenda
 

Mayor Rochefort mentioned to Council and public that under item 16 "Other Business" of the agenda; a motion was prepared regarding public participation during COVID-19 Pandemic.

Chair's Comments:
 

Mayor Rochefort advised that the East Ferris Remembrance Day Ceremony scheduled for November 9th, 2020 at the East Ferris Cenotaph had been cancelled due to COVID-19.  Citizens are welcome to take part in the virtual celebration November 11th, 2020.  Mayor Rochefort also congratulated Council for the New Municipal Logo.  There has been a lot of positive feedback received about the New Municipal Logo.

No delegations received for this session of Council.  Mayor Rochefort did mention to the public in attendance; if they wished to address Council to raise their hand and with Council's consent they would be allowed to present for a duration of 5 minutes in accordance with the Municipal Procedural By-law.

    WHEREAS no public input was received during the public meeting of the Planning Advisory Committee Meeting held October 21st, 2020 regarding File No. LSRA-2020-02, Ryan Sohm on behalf of Robyn Sandford; 

    AND WHEREAS the Planning Advisory Committee recommended to Council through their resolution No. 2020-26 of October 21st, 2020 that the request made by Ryan Sohm on behalf of Robyn Sandford to close and purchase the original shoreline road allowance abutting 431 Centennial Crescent be approved to proceed in accordance with applicable regulations, policies and procedures set out in By-law No. 2015-35;

    BE IT HEREBY RESOLVED that Council approves of this recommendation.

    THAT Council of the Municipality of East Ferris accepts the recommendations from the Municipal Engineer contained in Report No. R-2020-06 as follows:

    1.  That Council for the Municipality of East Ferris pass a by-law assuming One Mile Road as an open but unmaintained municipal road;

    2. That Council for the Municipality of East Ferris does not extend curbside garbage and recycling services or road maintenance services to the residents of One Mile Road at this time;

    3. That Council for the Municipality of East Ferris consider the request to upgrade One Mile Road to municipal standards and authorize staff to proceed with a road design and cost estimate, and prepare a report to Council for consideration prior to adopting the 2021 capital budget.

    WHEREAS two applications were submitted to sit on the Parks, Recreation and Culture Committee;

    AND WHEREAS motion No. 2020-246 of October 13th, 2020 resulted in a tie vote;

    AND WHEREAS there is still a remaining vacancy on the Parks, Recreation and Culture Committee;

    BE IT HEREBY RESOLVED that Council appoint Wendy Joyce St. Denis to fulfill the vacancy on the Parks, Recreation and Culture Committee until the end of the term of Council.

    WHEREAS Council for the Corporation of the Municipality of East Ferris passed resolution # 2020-217 at a Special Council Meeting on September 8th, 2020 authorizing staff to work with VS Group on modernizing our brand and ensuring it is useable for a number of applications including designs for stationary elements, PowerPoint templates, report covers, and clothing mock-ups;

    AND WHEREAS staff have worked with VS Group to produce a Brands Standards Manual for the purpose of ensuring that all parties use our brand elements consistently and for guiding the using of our brand name, logos, typefaces and other design elements in advertisements, brochures, newsletters, and online communications; 

    BE IT HEREBY RESOLVED that Council accepts the 2020 Brand Standards Manual as prepared by VS Group.

At the start of the meeting, Mayor Rochefort advised that a motion was being brought forward under item 16 "Other Business" regarding public participation at Council meetings during the COVID-19 Pandemic.

    WHEREAS the Province of Ontario has entered the second wave of COVID-19;

    AND WHEREAS Council deems it necessary to limit contact at meetings to ensure the health and safety of the public and staff;

    BE IT HEREBY RESOLVED that all future meetings be held electronically for public participation until December 31st, 2020.
