Mayor Rochefort called the meeting to order at 5:00 p.m.

    THAT the draft agenda presented to Council and dated the 10th day of September, 2024 be adopted as amended by: 

    -adding to the In-Camera session under Section 239(2)(b) personal matters about an identifiable individual, including municipal employees regarding the Seniors Villas; and

    -adding to the In-Camera session under Section 239(2)(c) a proposed or pending acquisition or disposition of land by the municipality or local board regarding the potential purchase of land for municipal use; and

    -deferring agenda items 17.a. and 14.c. to the September 24th, 2024 Regular Council Meeting.

    THAT the Minutes of the Regular Council Meeting of August 13th, 2024 be adopted as circulated.

Deputy Mayor Rooyakkers asked if the Municipality received any noise complaints from the noise by-law exemption request at the last meeting. CAO advised there were none. Councillor Trahan advised he represented the Municipality at the Powassan Fall Fair. It was well attended. Councillor Champagne participated in the Warriors of Hope golf tournament. Mayor Rochefort congratulated the organizers of the Voyageur 200 Gravel Bike Race for hosting a successful event. 

Councillor Champagne declared a Conflict of Interest on the In-Camera session item regarding the potential purchase of land for municipal use. 

Gord Sunstrum gave a delegation to Council regarding upgrading the ditches and blacktopping Eglington Road South. 

Council referred the matter to the Public Works Committee.

    THAT Council for the Municipality of East Ferris accepts the recommendation from the Municipal Engineer contained in Report No. R-2024-11 and award the Shoulder Granular Sealing work for the Trout Lake active transportation project to Pioneer Construction in the amount of $86,115.04 including H.S.T.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; 

    BE IT HEREBY RESOLVED THAT a By-law to appoint a Municipal Law Enforcement Officer, BE READ a first, second and third time, passed and numbered 2024-35;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    THAT Council for the Municipality of East Ferris supports the resolution received from the City of Quinte West regarding the Canada Community-Building Fund and calling on the Federal Government to provide a supplement to the allocations provided to municipalities under to AMO CBBF agreement for 2024-2028 for the same amount that was allocated, effectively doubling the allocations for those years;    

    AND THAT this resolution be sent to MFOA, AMO, MP Anthony Rota, and Federal Finance Minister Chrystia Freeland.

    THAT Council for the Municipality of East Ferris supports the resolution received from the Township of Russell regarding Provincial updates to the Municipal Elections Act and calls for the Province to update the MEA with priority amendments as outlined by AMCTO before Summer 2025 and commence work to review and re-write the MEA with longer-term recommendations ahead of the 2030 elections.

    THAT Council shall be informed in advance, through committee meeting minutes, when Committees organize a community event or function, and the information shall include details such as the cost in relation to the annual approved budget; 

    AND THAT following the event, the Council member or the Mayor who is Chair of the committee involved in the event shall report back to Council, either verbally or in writing at a regular meeting, on the outcomes of the event, the financials as it relates to budget, the benefits to the community, and whether the event should take place in future years, if applicable.

    WHEREAS the Community Sport and Recreation Infrastructure Fund (CSRIF) is a $200 million capital funding program delivered by the Ministry of Sport to revitalize existing community sport and recreation infrastructure and support the construction of new facilities across the province of Ontario;

    AND WHEREAS the CSRIF will be delivered over three years (2024-25 to 2026-27) through two funding streams: Stream 1 Repair and Rehabilitation, and Stream 2 New Builds/Signature New Builds;

    AND WHEREAS Council for the Corporation of the Municipality of East Ferris has deemed the replacement of the elevator at the East Ferris Community Centre a priority capital project;

    NOW THEREFORE BE IT RESOLVED that Council directs staff to prepare and submit an application to the CSRIF Stream 1: Repair and Rehabilitation for the replacement of the elevator at the East Ferris Community Centre.

    WHEREAS the Nosbonsing Curling Club, as the lead applicant, has submitted an application (Project # 7510306) to the Northern Ontario Heritage Fund Corporation (NOHFC) requesting funding for a project to include replacement of the exterior roof over the curling rink facility, and interior renovations and equipment upgrades to improve the quality of the on-ice curling experience and clubhouse facilities;

    AND WHEREAS the Municipality of East Ferris owns the East Ferris Community Centre which houses the curling rink;

    AND WHEREAS the Nosbonsing Curling Club at Council’s regular meeting held on May 14th, 2024, requested financial assistance from the Municipality to help fund this capital project;

    AND WHEREAS Council was receptive to the Club’s request and supports the submission of the application to NOHFC;

    NOW THEREFORE BE IT RESOLVED THAT Council for the Corporation of the Municipality of East Ferris commits to contributing $105,000 towards the cost of the project and directs staff to oversee the roof replacement component of the project in accordance with the Municipality of East Ferris Procurement By-law;

    AND FURTHER BE IT RESOLVED THAT Council commits to funding any cost overruns for the accessibility lifts and roof replacement components of the project and in accordance with the lease agreement between the Municipality of East Ferris and the Nosbonsing Curling Club.

    THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated September 10th, 2024 in the amount of $573,581.94.

Council discussed economic development initiatives and duplication of efforts. A report will be brought forward to the next Council meeting outlining what the Economic Development Intern is working on. 

Councillor Champagne declared a Conflict of Interest on the In-Camera item relating to the potential purchase of land for municipal use as he is related to the property owner. Councillor Champagne was not present during this part of the In-Camera session and did not participate in the discussions.
