Mayor Rochefort called the meeting to order at 6:00 p.m.

    That the Minutes of the Regular Council Meeting held October 11th and the Special Minutes of the Council Meeting held October 21st, 2022 be adopted as circulated.

Mayor informed the public that the Municipality will be having its Remembrance Day Ceremony, Wednesday, November 9th, 2022 at 10:30 a.m.

Mayor also advised that the Inaugural Meeting of Council will be held on November 15th, 2022 at 11:00 a.m. at the East Ferris Community Centre.  Later during the meeting a motion to allow the public in attendance at all the meetings of Council will be discussed.

    THAT Council of the Municipality of East Ferris accepts the recommendation from the Director of Public Works contained in Report No. R-2022-09 and approves a reduction to the posted speed limit on the following roads:

    Guillemette Road - from 50 km/h to 40 km/h
    Lavigne Road - from 60 km/h to 50 km/h
    MacPherson Drive - from 60 km/h to 50 km/h
    Nosbonsing Park Road - from 60 km/h to 50 km/h
    South Shore Road - from 60 km/h to 50 km/h

    Waukegan Road - from 60 km/h to 40 km/h

    AND THAT a By-law be brought forward at the next Council meeting adopting the new speed limits.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to authorize the borrowing upon amortizing debentures in the principal amount of $4,800,000.00 towards the cost of the project name list, BE READ a first, second and third time, passed and numbered 2022-50;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to close and convey a Part of the Road Allowance and Shoreline Road Allowance, described as Parts 1, 2, 3, 4 and 11 Plan 36R-14940, being part of the Road Allowance between Concessions 2 and 3 lying between Lots 13 and 17 and Part of the Original Shoreline Road Allowance in front of Lot 14, Concession 2, Township of East Ferris, District of Nipissing, BE READ a first, second and third time, passed and numbered 2022-51;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    THAT Council for the Municipality of East Ferris support resolution No. 2022-571 passed by the Council of the Municipality of Grey Highlands  on September 7th, 2022 regarding  Increased Speeding Fines.

    THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated November 8th, 2022 in the amount of $ 971,804.38.

    THAT Council for the Municipality of East Ferris  returns to having the public in attendance at Council Meetings effective November 15th, 2022;

    AND FURTHER that COVID-19 precautions be followed by all individuals attending the Council meetings.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to confirm the proceedings of Council from October 11th, 2022 to November 8th, 2022, BE READ a first, second and third time, passed and numbered 2022-52;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

Councillor Champagne declared a conflict of interest on the following By-law No. 2022-53.  Councillor Champagne did not participate in the discussion or vote on the subject motion.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to authorize the submission of an application to Ontario Infrastructure and Lands Corporation (OILC) for financing of certain ongoing capital work(s) of the Corporation of the Municipality of East Ferris; to authorize temporary borrowing from OILC to meet expenditures in connection with such capital work(s); and to authorize long term borrowing for such capital work(s) through the issue of debentures to OILC, BE READ a first, second and third time, passed and numbered 2022-53;

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.
