Mayor Rochefort mentioned the celebration of life for past Deputy Mayor, Michel Voyer will be held on Friday, August 13th, 2021.  Council and Senior Staff are invited to attend.  A celebration of life for former Mayor of Chisholm, Leo Jobin will also be held on Saturday, August 14th, 2021.

Mr. Ted McCullough made a presentation to Council regarding Quae Quae Road.  Council referred Mr. McCullough's presentation to the Public Works Committee.

Ms. Sonya Lavigne did not attend the Council meeting for her presentation.  Council referred her presentation letter to the Public Works Committee.

Councillor Kelly reported on the meeting of the Committee of Adjustment

Deputy Mayor Trahan reported on the Economic Development Committee meeting of July 21st, 2021

Deputy Mayor Trahan spoke regarding activities that were held on August 1st, 2021.  The kids pizza party, music and the fireworks were a great success.  Special thanks to Will Ball and Mike Patterson for the fireworks display.

    THAT Council for the Municipality of East Ferris accepts the recommendation from the Municipal Engineer contained in Report No. R-2021-07 and approve the following:

    1. THAT Council for the Corporation of the Municipality of East Ferris declare the 2000 John Deere 310 SE backhoe as surplus equipment;

    2. AND THAT Council authorize staff to dispose of the surplus equipment as follows:

    a) Auction via GovDeals on-line auction service with a seller’s commission of 7.5% and a buyer’s premium of 5%, and a minimum asking price of $8,000.
    b) If the initial auction is not successful, re-post the auction with a lower asking price.

    THAT By-law No. 2021-31 being a By-law for the purpose of prohibiting littering on private or municipal property in the Municipality of East Ferris be read a third time and passed this 10th, day of August, 2021;

    AND THAT said By-Law be signed by the Mayor and Clerk, and sealed with the Seal of the Corporation.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law to enter into an agreement between the Municipality of East Ferris and the Nipissing-Parry Sound Student Transportation Services, BE READ a first, second and third time, passed and numbered 2021-34;

    AND THAT said By-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    THAT Council for the Municipality of East Ferris supports the resolution No. 182-2021 from the Town of Cochrane requesting the Federal and Provincial Governments move to have the PSA Test for men included in the National Health Care System.

    THAT Council for the Municipality of East Ferris support the resolution from Tay Valley Township regarding the Province be financially responsible for the replacement costs associated with all major capital equipment in hospitals.

    WHEREAS Municipality of East Ferris is home to many proud hunters and law-abiding gun owner who have hunted and owned guns in East Ferris for many generations;

    AND WHEREAS keeping our communities safe is a primary responsibility of government, including that of Municipality of East Ferris;

    AND WHEREAS every Canadian and citizen of East Ferris should be able to live without the fear of violence;

    AND WHEREAS the Government of Canada is seeking measures to reduce illegal gun smuggling, trading, gang and crime gun use and gun violence;

    AND WHEREAS Municipality of East Ferris supports the objectives of Bill C-21 but is concerned the provision that would allow municipalities to create handgun bylaws would place challenging conditions on federal firearms licenses relating to handgun use, storage, or transportation within municipalities that have passed such bylaws;

    AND WHEREAS if one municipality enacts a ban and not a neighbouring municipality, this will create a patchwork of by-laws;

    AND WHEREAS a municipal ban would be difficult to enforce and easy to get around;

    NOW THEREFORE BE IT RESOLVED that the Municipality of East Ferris  encourage the government to seek other measures to address the stated objectives that do not include providing municipalities with new powers that they have neither requested, nor have the resources to impose and enforce;

    AND BE IT FURTHER RESOLVED that this resolution be forwarded to MP Nipissing-Timiskaming Anthony Rota, Prime Minister of Canada the Honourable Justin Trudeau, Minister of Public Safety and Emergency Preparedness of Canada the Honourable Bill Blair and Leader of the Official Opposition the Honourable Erin O’Toole.

    AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.
