Mayor Rochefort called the meeting to order at 6:00 p.m.

Prior to adopting the agenda, Mayor Rochefort requested 3 modifications to the agenda.

1.  Under item #16, Other Business:  Brief discussion regarding District of Nipissing Social Services Administration Board;

2.  Moved item #11, Notice of Motions to item No. 8(g) - Committee Reports:  Economic Development Committee; and 

3.  Presentation from Elise Dostal, Senior Manager, Partner Acquisitions, Service Line Warranty Program.  Ms. Dostal will be late and Council continue with the agenda until her arrival.

Council agreed with the modifications of the agenda.

    THAT the  minutes of the Regular Meeting of Council held September 24th, 2019 and the minutes of the Special Meeting held September 24th, 2019 be approved as circulated.

Mayor welcomed everyone in attendance

Elise Dostal, Senior Manager, Partner Acquisition, Service Line Warranty Program made presentation to Council.  Council thanked Ms. Dostal for her presentation and referred it to the Public Works Committee for their review.

Mr. Brazeau made a presentation to Council regarding the speeding and incidents on Hwy 94 school zone area.  Mr. Brazeau is concerned with the safety of public walking to the Municipal Office, as the postal boxes and the children's playground (Vrebosch Park) is located on municipal property.  It is also a concerned for the safety of all children walking to and from  Ferris Glen School.  After Mr. Brazeau's presentation, Council directed staff to contact the Ministry of Transportation and as well refer Mr. Brazeau's concern to the Public Works Committee.

    WHEREAS the Recreation, Parks and Culture Committee at their meeting held October 1st, 2019 recommended to Council to have Mr. Ray Marshall's seat declared vacant on the Committee;

    AND WHEREAS on October 3rd, 2019, Mr. Marshall provided a letter of resignation from the Recreation, Parks and Culture Committee;

    BE IT HEREBY RESOLVED that Council accepts Mr. Marshall's resignation and that staff be directed to advertise the vacant seat for the Recreation, Parks and Culture Committee on the Municipal Website and Facebook.

    WHEREAS Council at their last meeting of September 24th, 2019 approved Mayor Rochefort, Councillor Trahan, CAO Jason Trottier, Manager of Planning and Economic Development Greg Kirton and Economic Development Committee Member Angela Knight van Schaayk to attend the Canada’s Rural Broadband Conference held in North Bay on November 13th and 14th, 2019;

    AND WHEREAS Councillor Trahan has since declined from attending the conference due to conflicting matters;

    AND WHEREAS Mr. Dean Demers, a resident of our municipality is very informed and knowledgeable on matters pertaining to internet and would serve the interest of the citizens of the municipality;

    BE IT HEREBY RESOLVED that Council approve Mr. Dean Demers to attend the Canada’s Rural Broadband Conference as a volunteer representative held in November and that registration fees be paid on behalf of Mr. Demers accordingly.

    THAT Council of the Municipality of East Ferris accepts the recommendation from the Municipal Engineer contained in Report No. R-2019-14 as follows:

    1.  That Council authorize staff to declare surplus the 2013 Freightliner Tandem Plow Truck;

    2.  And that Council authorize staff to declare surplus the 2010 Ford 2500 Patrol Pickup Truck;

    3.  And that Council authorize staff to dispose of both surplus vehicles as follows:

    a)  GovDeals' auction via their on-line service, with a seller's commission of 7.5% and a 5% buyer's premium charge.  Post a first auction asking a minimum reserve of $90,000 and $2,000 respectively;

    b)  If not successful, re-post auction with a lower reserve.

    THAT By-law No. 2019-46 being a By-law to amend By-law No. 2019-03, a By-law to govern the proceeding of the Council, Local Boards and Committees of either, the conduct of its members, the calling of the meetings and to establish Rules of Order be read a first and second time this 8th day of October, 2019.

    WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law to authorize the signing of an agreement between the Municipality and Catherine Roebuck for the operation of "Puck Drop Pantry" to provide food and beverage concession services at the East Ferris Community Centre, BE READ a first, second and third time, passed and numbered 2019-48;

    AND THAT said By-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

    WHEREAS the Municipality of East Ferris believes that conferences are vital forums for municipal leaders to interact amongst each other and discuss municipal issues;

    AND WHEREAS despite new technological advances that allow remote communication, resource sharing, and networking; face-to-face interactions are one of the most crucial components for learning for municipal leaders;

    AND WHEREAS parents attending conferences tend to face a childcare–conference conundrum as they struggle finding care for their children while attending and participating in conference sessions;

    AND WHEREAS numerous reports and studies (1), including a recent 2019 report from the House Of Commons(2), indicate a lack of ‘Family-Friendly and Gender–Sensitive’ environments and policies as one of the barriers women face in pursuing and participating in all levels of politics;

    AND WHEREAS most conferences such as ROMA, OGRA, AMO, FONOM, NeORA offer a companion program; the Municipality of East Ferris feels that the time has come for conference organizers to create the conditions for change and incorporate child care services throughout conferences;

    BE IT HEREBY RESOLVED that this resolution be forwarded to ROMA, OGRA, AMO, FONOM, NeORA for considerations;

    AND FURTHER that this resolution be forwarded to all Ontario Municipalities to request ROMA, OGRA, AMO, FONOM and NeORA to consider including a child care program during their conferences.
